Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, January 22, 2024 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Paul Maaz, Ruth Morrison, Frank Dominguez, Jacqueline Irwin, Matthew Hyde, Matthew Propst, Chris Dodson, Pam Arnold Absent: None City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Vince Hustead, Senior Planner; Ann Williams, Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, Interim City Attorney 2. Approval of January 8, 2024, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the January 8, 2024, minutes are approved. 3. Citizen Communications None. 4. Public Hearing and Action Items A. Hold a public hearing and take action on Zoning Change Application, MAP-23-0006, 2309 19th Street, to rezone approximately 1.67 acres from “RSF-7” (Single-Family Residential 7) to “CG” (General Commercial), legally described as Lots 1 thru 5, 7 thru 11, and portions of Lots 6 and 12, Block 223 of The Moore’s Addition, generally located four blocks west of Highway 3, three blocks south of FM 646, and along the north side of 19th Street in League City, Texas. Kris Carpenter, Planning Director, gave a presentation on behalf of the City of League City. Mr. Maaz opened the public hearing at 6:02 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:03 p.m. Ms. Irwin asked if the subdivisions around the request were notified if they were not within the 200- foot buffer. Mr. Carpenter explained that the only properties that received notice were properties within 200 feet of the subject property. Ms. Irwin asked if the residential neighborhood to the south may have commercial directly across the street in the future. Mr. Carpenter indicated that the transition to commercial along 19th and 20th street was consistent with the City’s Future Land Use Plan.  Mr. Dodson asked if the applicant owned any other lots that were going to be left as residential and if staff predicted all of the lots on this block transitioning to commercial. Mr. Carpenter explained that the property owner only owned this block, and that staff anticipated a commercial transition in this area. Mr. Hyde made a motion to recommend approval of the Zoning Change Application, MAP-23-0006, per staff’s recommendations. Ms. Morrison seconded the motion. The motion passed by a vote of 6-2-0. Mr. Dodson and Ms. Irwin were in opposition. B. Hold a public hearing and take action on amendments to Chapter 125 of the Code of Ordinances of the City of League City by removing Appendixes B, C, D, and E. Kris Carpenter, Planning Director, gave a presentation on behalf of the City of League City. Mr. Maaz opened the public hearing at 6:09 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:13 p.m. Mr. Dodson asked if the appendixes were removed from the ordinance, would they still be enforceable. Mr. Carpenter responded in the affirmative. Ms. Arnold asked if the development related documents would become harder to find if removed from the ordinance. Mr. Carpenter responded that all of the appendixes would still be in the UDC document that is available on the League City website, but they would be removed from the ordinance so there was not a text amendment process when the documents needed to be updated. Dr. Propst made a motion to recommend approval of the amendments to Chapter 125 of the Code of Ordinances of the City of League City by removing Appendixes B, C, D, and E, per staff’s recommendations. Ms. Arnold seconded the motion. The motion passed by a vote of 8-0-0. 5. New Business A. Consider and take action on a Preliminary Plat, Legacy, Section 8, PLAT-23-0054, generally located along the south side of Legacy Drive and east of West Boulevard. Kris Carpenter, Planning Director, gave a presentation on behalf of the City of League City. Planning & Zoning Commission 2 January 22, 2024  Mr. Dodson made a motion to approve the Preliminary Plat, Legacy, Section 8, PLAT-23-0054, per staff’s recommendations. Ms. Arnold seconded the motion. The motion passed by a vote of 8-0-0. 6. Staff Comments Kris Carpenter, Planning Director informed the Commission that the rezoning (MAP-23-0009) and revisions to regulate landscaping requirements Ordinances were approved by City Council at their January 9, 2024 meeting. 7. Adjournment Mr. Dodson made a motion to adjourn the meeting. Mr. Hyde seconded the motion.
