Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, April 15, 2024 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Paul Maaz, Ruth Morrison, Frank Dominguez, Jacqueline Irwin, Matthew Hyde, Matthew Propst, Scott Higginbotham, Pam Arnold Absent: None City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Vince Hustead, Senior Planner; Ann Williams, Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, City Attorney; Joshua Gutierrez, Assistant City Attorney 2. Approval of March 4, 2024 and March 18, 2024, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the March 4, 2024, and March 18, 2024, minutes are approved. 3. Citizen Communications None. 4. Public Hearing and Action Items A. Hold a public hearing and take action on a Replat, Clear Creek Community Addition, PLAT-24- 0002, generally located east of Columbia Memorial Parkway, west of Lawrence Road, and north of Woodcock Street. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Maaz opened the public hearing at 6:02 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:03 p.m. Ms. Morrison made a motion to recommend approval of Replat, Clear Creek Community Addition, PLAT-24-0002. Ms. Irwin seconded the motion. The motion passed by a vote of 8-0-0. B. Hold a public hearing and take action on a Replat, Momin at Tuscan Lakes Replat No. 2, PLAT- 23-0080, located at 1360 E League City Parkway. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Maaz opened the public hearing at 6:04 p.m.  No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:04 p.m. Dr. Propst made a motion to recommend approval of the Replat, Momin at Tuscan Lakes Replat No. 2, PLAT-23-0080. Mr. Hyde seconded the motion. The motion passed by a vote of 8-0-0. 5. Staff Comments Michelle Villarreal, City Attorney, introduced the new Assistant City Attorney, Joshua Gutierrez, to the Planning and Zoning Commission. Kris Carpenter, Planning Director informed the Commission that the Stella B.E.S.S. project would be considered by the City Council at their next meeting and that the rezoning on Old Nasa Road / Old Nasa Road West was denied as it ended in a 4-4-0 vote, similar to the Planning and Zoning Commission’s vote. Mr. Carpenter thanked Commissioner Dodson for his service to the Planning and Zoning Commission and welcomed Mr. Higginbotham to the Commission as a newly appointed Commissioner. 6. Adjournment Dr. Propst made a motion to adjourn the meeting. Ms. Irwin seconded the motion.
