1. Call to Order and Roll Call of Members
Paul Maaz, Chair, called the meeting to order at 6:00 p.m.
Present: Paul Maaz, Ruth Morrison, Jacqueline Irwin, Matthew Hyde, Matthew Propst, Scott
Higginbotham, Pam Arnold
Absent: Frank Dominguez
City Staff: Mark Linenschmidt, Planning Manager; Masood Malik, Senior Planner; Vince Hustead,
Senior Planner; Ann Williams, Planner I, Joshua Gutierrez, Assistant City Attorney
2. Approval of April 15, 2024, minutes
Mr. Maaz asked if there were any corrections. He stated hearing none, the April 15, 2024, minutes
are approved.
3. Citizen Communications
None.
4. Public Hearing and Action Items
A. Hold a public hearing and take action on take action on a Subdivision Variance Application, VA-
24-0006, (1924 Lauren Lake Dr.), requests for:
1) A variance to allow an existing home to encroach into the required 25-foot street side setback
along Sandy Coast Circle, and;
2) A variance to allow a proposed covered patio to encroach into a required 25-foot street side
setback along Sandy Coast Circle, on approximately 0.20 acres of property zoned “RSF-7-
PUD” (Single-Family Residential 7 within a Planned Unit Development Overlay District),
legally described as Lot 26, Block 1, of the South Shore Park, Section 1 Subdivision,
generally located on the western corner of the intersection of Lauren Lake Drive and Sandy
Coast Circle with the address of 1924 Lauren Lake Drive.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Alistar McCartney, Applicant, thanked the Commission and Staff for their time and assistance and is
available for questions.
Mr. Maaz opened the public hearing at 6:09 p.m.
No one spoke at the public hearing.
Mr. Maaz closed the public hearing at 6:09 p.m.
Discussion about support from neighbors and approaching the Homeowners Association occurred.
Mr. McCartney stated that he has support from the neighbors, from the letters in the packet and those
in attendance this evening. In reference to the HOA, he stated that he has not started that process yet,
as he was taking the first step to get the appropriate approval from the City.
Mr. Hyde made a motion to approve Subdivision Variance Application, VA-24-0006, (1924 Lauren
Lake Dr.), requests for:
1) A variance to allow an existing home to encroach into the required 25-foot street side setback
along Sandy Coast Circle, and;
2) A variance to allow a proposed covered patio to encroach into a required 25-foot street side
setback along Sandy Coast Circle, per staff’s recommendations.
Ms. Irwin seconded the motion.
The motion passed by a vote of 7-0-0.
5. New Business
A. Consider and take action on Preliminary Plats, Vida Mar, Section 1, PLAT-24-0011; and Vida
Mar, Section 2, PLAT-24-0012, generally located north and south of Muldoon Parkway and
along the east side of Landing Boulevard.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Ms. Morrison made a motion to approve Preliminary Plats, Vida Mar, Section 1, PLAT-24-0011; and
Vida Mar, Section 2, PLAT-24-0012, per staff’s recommendations.
Ms. Irwin seconded the motion.
The motion passed by a vote of 7-0-0.
B. Consider and take action on a Final Plat, Acorn Creek Addition, PLAT-24-0015, generally
located at the northwest corner of Beaumont Street and Kansas Avenue.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Ms. Arnold made a motion to approve the Final Plat, Acorn Creek Addition, PLAT-24-0015, per
staff’s recommendations.
Mr. Hyde seconded the motion.
The motion passed by a vote of 6-0-1. Mr. Maaz abstained.
6. Staff Comments
Mark Linenschmidt, Planning Manager informed the Commission that at the last City Council meeting,
City Council has indefinitely postponed all BESS sites until a workshop can be held with them to come
up with a BESS Ordinance. He also informed the Commission immediately after the Regular Planning
and Zoning Commission meeting, May 20, 2024; the Capital Improvement Advisory Committee
meeting will be held with the additional members to consider the Roadway Impact Fees.

7. Adjournment
Dr. Propst made a motion to adjourn the meeting.
Mr. Higginbotham seconded the motion.
Mr. Maaz adjourned the meeting at 6:20 p.m.
