Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, August 5, 2024 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Paul Maaz, Ruth Morrison, Frank Dominguez, Nathan Jung, Matthew Hyde, Matthew Propst, Scott Higginbotham, Pam Arnold Absent: None City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Vince Hustead, Senior Planner; Ann Williams, Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, City Attorney 2. Approval of June 17, 2024, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the June 17, 2024, minutes are approved. 3. Citizen Communications None. 4. New Business A. Consider and take action on a Master Plan Revision, Duncan Tract Master Plan, Revision #5, MP- 24-0001, generally located south of the Brittany Lakes Subdivision and west of the Sedona Subdivision. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Ms. Morrison made a motion to approve the Master Plan Revision, Duncan Tract Master Plan, Revision #5, MP-24-0001, per staff’s recommendations. Ms. Arnold seconded the motion. The motion passed by a vote of 8-0-0. B. Consider and take action on a Preliminary Plats, Samara, Section 13, PLAT-24-0017, Samara, Section 14, PLAT-24-0018, and Samara, Section 15, PLAT-24-0019, generally located south of the Brittany Lakes Subdivision and west of the Sedona Subdivision. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Hyde made a motion to approve the Preliminary Plats, Samara, Section 13, PLAT-24-0017, Samara, Section 14, PLAT-24-0018, and Samara, Section 15, PLAT-24-0019, per staff’s recommendations. Mr. Jung seconded the motion. The motion passed by a vote of 8-0-0.  C. Consider and take action on Final Plat, Samara, Section 7, PLAT-23-0070, generally located south of Samara Way and east of Landing Boulevard. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Hyde made a motion to approve the Final Plat, Samara, Section 7, PLAT-23-0070, per staff’s recommendations. Mr. Jung seconded the motion. The motion passed by a vote of 8-0-0. D. Consider and take action on a Final Plat, Strawberry Fields of Learning Kindergarten Addition, PLAT-23-0061, generally located north of League City Parkway (State Highway 96) and along the east side of Columbia Memorial Parkway. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Higginbotham made a motion to approve the Final Plat, Strawberry Fields of Learning Kindergarten Addition, PLAT-23-0061, per staff’s recommendations. Ms. Morrison seconded the motion. The motion passed by a vote of 8-0-0. E. Consider and take action on a Preliminary/Final Plat, Brewer Bend, PLAT-24-0030, generally located along the north side of Hewitt Street approximately 1,000 feet west of South Egret Bay Boulevard (Farm to Market Road 270). Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Ms. Morrison made a motion to approve the Preliminary/Final Plat, Brewer Bend, PLAT-24-0030, per staff’s recommendations. Ms. Arnold seconded the motion. The motion passed by a vote of 8-0-0. 5. Staff Comments Mark Linenschmidt, Planning Manager, informed the Commission that they would be receiving an email from Christopher Sims, Executive Director of Development Services, about Roadway Impact Fees in the next few days. Mark Linenschmidt also reminded the Commission members of the September meeting schedule. 6. Adjournment Ms. Arnold made a motion to adjourn the meeting. Mr. Hyde seconded the motion. The motion passed by a vote of 8-0-0.
