1. Call to Order and Roll Call of Members
Mr. Hendershot called the meeting to order at 6:00 p.m.
Present: Michael Hendershot, Tamara Gann-Curry, Katie Benoit, Russell Miller, *Dave
Person (Alternate #1)
* Mr. Hendershot activated Mr. Person as an active voting member of the Board.
Absent: Robert Kline (Alternate #2)
City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager;
Michelle Villareal, Deputy City Attorney; Lee Darrow, Deputy Fire
Chief/Assistant Fire Marshal; Mark Gibson, Building Official
2. Approval of September 1, 2022, minutes
Ms. Gann-Curry moved to approve the September 1, 2022 minutes.
Mr. Miller seconded the motion.
The motion passed unanimously 4-0-1. Mr. Person abstained.
3. Citizen Communications
No citizens spoke.
4. Public Hearing and Action Items
A. Hold a public hearing and take action on a Zoning Board of Adjustments Application, VA-
23-0001, (Taqueria Leon Food Truck), a request for an appeal to the revocation of Business
Registration Permit No. FT220006, for a mobile food vendor (food truck) business in
accordance Section 26-36 of the League City Code of Ordinances, principally located on a
property zoned “CG-CRC” (General Commercial within a Commercial Revitalization
Overlay District), legally described as a portion of Lots 4 of the Subdivision “A” of League
City Subdivision, generally located on the northwest corner of East Main Street (FM 518)
and Alabama Avenue with the address of 1726 East Main Street.
Mark Linenschmidt, Planning Manager and Lee Darrow, Deputy Fire Chief/Assistant Fire
Marshal gave a presentation on behalf of the City of League City.
Jason Llorente, Attorney, gave a presentation on behalf of the owner of Taqueria Leon Food
Truck, Ms. Mildred Pelico.
There was a discussion regarding the operations, policies and actions of the business regarding
the revocation of its business registration in League City.
Mr. Hendershot asked if the Board had any questions for staff. There were none.
Mr. Hendershot opened the public hearing at 6:33 p.m.
Mr. Hendershot asked if there was anyone present that would like to speak. There were none.
Mr. Hendershot closed the public hearing at 6:34 p.m.
Mr. Miller made a motion for VA-23-0001, Taqueria Leon Food Truck, to sustain staff’s decision of
the revocation of Business Registration Permit No. FT220006, for a mobile food vendor, food truck-
Taqueria Leon Food Truck.
Ms. Benoit seconded the motion.
Motion passed 5-0-0.
5. Other Business
A. Annual ethics and Robert’s Rules of Order Training by the City Attorney’s Office.
Michelle Villareal, Deputy City Attorney, gave a presentation on behalf of the City of League
City
6. Staff Comments
There were none.
7. Adjournment
Mr. Hendershot adjourned the meeting at 6:45 p.m.
