The City of Lee's Summit Action Letter Finance and Budget Committee Monday, April 13, 2020 5:00 PM Via Videoconference **AMENDED** Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in regular session on Monday, April 13, 2020 at 5:00 pm via videoconference as provided by Section 610.015 of the Revised Statutes of the State of Missouri. Due to the ongoing Covid-19 pandemic, City Hall will be physically closed and therefore, the public is invited to attend by viewing the meeting on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. Additionally, persons wishing to comment on any item of business on the agenda may do so in writing prior to 12:00 p.m. on April 13, 2020, either by e-mail to: clerk@cityofls.net, by leaving a voicemail at 816-969-1005 or by leaving written printed comments in the utility payments drop boxes located in the alley behind City Hall or inside the foyer at the north end of City Hall, both located at 220 SE Green Street, Lee's Summit, MO 64063. Business A. 2020-3399 Approval of March 9, 2020, Finance and Budget Committee Action Letter. ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember Carlyle, to approve the March 9, 2020 Finance and Budget Commitee Action Letter. An Ordinance approving the use of a Cooperative Contract between Omnia 20-80 Partners and Office Depot, Inc. to purchase office materials and supplies as needed and authorizing the City Manager to execute and use the same by and on behalf of the City of Lee's Summit, Missouri. (F&BC 4/13/20) ACTION: A motion was made by Councilmember Forte, seconded by Vice Chair Lopez, to recommend for approval to the City Council an Ordinance approving the use of a Cooperative Contract between Omnia Partners and Office Depot Inc., Contract No. 2020-059, to purchase office materials and supplies as needed and authorizing the City Manager to execute the same for the City of Lee's Summit, Missouri. An Ordinance approving the award of RFP No. 2020-026 for financial auditing 20-66 services for a one-year term with up to four, one-year renewals, to RSM US LLP, and authorizing the City Manager to execute the same and by and on behalf of the City of Lee's Summit, Missouri. (F&BC 4-13-20) ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember Carlyle, to recommend for approval to the City Council an Ordinance approving the award of RFP No. 2020-026 for financial auditing services for a one-year term with up to four, one-year renewals, to RSM US LLP, and authorizing the City Manager to execute the same and by and on behalf of the City of Lee's Summit, Missouri. An Ordinance authorizing the First Amendment to a Real Property and Tower 20-81 Site Lease Agreement by and between the City of Lee’s Summit and New Cingular Wireless PCS, LLC, extending the lease term and increasing the annual rental payment, and authorizing the Mayor to execute the same by and on behalf of the City. (F&BC 4-13-20) ACTION: A motion was made by Councilmember Forte, seconded by Councilmember Carlyle,to recommend for approval to the City Council an Ordinance approving Amendment No. 10 to the Budget for the Fiscal Year ending June 30, 2020, as adopted by Ordinance No. 8643 and Ordinance No. 8652, by amending the authorized expenditures in the Fire Department for the City of Lee's Summit, Missouri. The motion carried by the following vote: The City of Lee's Summit Page 3 Printed on 5/20/2020  Finance and Budget Committee Action Letter April 13, 2020 Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Forte Councilmember Carlyle H. 2020-3356 Recommendation for Funding Stormwater Utility Rate Study Mr. Steve Arbo, City Manager, asked the Committee to consider delaying the implementation of the fees and charges previously approved by this Committee regarding stormwater funding due to the current economic conditions because of the COVID-19 pandemic. Mr. Dan White, Chief Counsel of Management & Operations, advised the ordinance had not been presented to the Commitee yet, so no action is necessary, just direction to delay. Chairman Johnson asked staff to hold this matter until this Committee is ready to consider moving forward at a future date. All other committee members agreed to the delay. This Discussion Item was received and filed. I. 2020-3428 Presentation of the FY21 General Fund Revenue Forecast Mr. Chris Clubine, Financial Analyst, provided up to date information on the FY21 General Fund Revenue Forecast advising there will be much less going in to this fund during this COVID-19 pandemic the future is uncertain as to how long this will last. This Presentation was received and filed. J. 2020-3430 Presentation of the FY20 February General Fund Financial Dashboards Nothing was presented on this matter. This Presentation was received and filed. 6. Roundtable Committee Member Forte expressed her appreciation for everything the staff at City Hall is doing. She said she feels back for so many businesses in Lee's Summit that are really struggling through this crisis. Vice-Chair Lopez also thanked staff for everything they are doing to try to provide the best services to citizens and the City Council. Chair Johnson stated his grandson broke his leg over the weekend and was transported to Children's Mercy. He said our first responders did an excellent job and he appreciates them. Mr. Steve Arbo, City Manager, thanked the City Council for their patience and assistance in moving forward with meetings and for being a part of the first The City of Lee's Summit Page 4 Printed on 5/20/2020  Finance and Budget Committee Action Letter April 13, 2020 ever virtual meeting for the City of Lee's Summit. Chair Johnson stated the next meeting will be held on May 4, 2020. Time will be determined later when all committee members are able to attend. 7.
