The City of Lee's Summit Action Letter Finance and Budget Committee Monday, May 11, 2020 5:00 PM Via Video Conference Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet on Monday, May 11, 2020 at 5:00 pm via video conference as provided by Section 610.015 of the Revised Statutes of the State of Missouri. Due to the ongoing COVID-19 pandemic, City Hall will be physically closed and therefore, the public is invited to attend by viewing the meeting on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. In the event that the meeting cannot be broadcast via www.WatchLS.net and the cable channels noted above, this agenda will be amended to include directions for the public to attend via the Zoom software platform at www.Zoom.com; such amendment will include a specific link to attend the committee meeting. Additionally, persons wishing to comment on any item of business on the agenda may do so in writing prior to 12:00 p.m. on Monday, May 11, 2020, either by e-mail to: clerk@cityofls.net, by leaving a voicemail at 816-969-1005 or by leaving written printed comments in the utility payments drop boxes located in the alley behind City Hall or inside the foyer at the north end of City Hall, both located at 220 SE Green Street, Lee's Summit, MO 64063. Approval of Agenda ACTION: A motion was made by Councilmember Forte, seconded by Vice Chair Lopez, to approve the agenda as published. Business A. 2020-3449 Presentation of the FY20 March General Fund Financial Dashboards Mr. Chris Clubine, Management Analyst III, presented information on the FY March General Fund Dashboards. This Presentation was received and filed. B. 2020-3450 Presentation of the City Manager's FY21 Budget Mr. Chris Clubine, Management Analyst III, presented the City Manager's FY21 Budget. Council discussion included: - Breakdown of Personnel Services Costs - Medical Insurance Premiums - Merit Increases Breakdown of groups and number of employees in each - Comprehensive Plan Update - Market Analysis and Economic Development Analysis (Note: Mr. Clubine responded to these in an email after this meeting. Those responses are attached to these minutes.) C. BILL NO. An Ordinance approving Amendment No. 11 to the Budget for the Fiscal Year 20-94 ending June 30, 2020, as adopted by Ordinance No. 8643 and Ordinance No. 8652, by amending the authorized expenditures in the Fire Department for the City of Lee's Summit, Missouri. (F&BC 5/11/20) ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember Forte, that this Ordinance be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Forte Alternate Carlyle Absent: 1 - Alternate Binney D. BILL NO. An Ordinance approving a sole source agreement in the form of purchase 20-95 orders between the City of Lee’s Summit and United Systems & Software, Inc., for the purchase of encoder receiver transmitter units for radio read meters for an annual amount not to exceed $344,144.00, and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 5/11/20) ACTION: A motion was made by Councilmember Forte, seconded by Vice Chair Lopez, that this Ordinance be recommended for approval to the City Council. An Ordinance Approving the Purchase of Body Cameras, In Car Audio/Video, 20-96 and Interview Room Audio/Video System from WatchGuard Video, Inc. for an amount not to exceed $729,934.68 and authorizing the City Manager to execute the same by and on behalf of the City of Lee's Summit, Missouri. (F&BC 5/11/20) ACTION: A motion was made by Councilmember Forte, seconded by Vice Chair Lopez, that this Ordinance be recommended for approval to the City Council. Roundtable Chairman Johnson stated the next meeting for the Finance and Budget Committee will be on Monday, May 18, 2020. Councilmember Forte asked staff to look at options and costs of the City developing their own Health Department. 7.
