The City of Lee's Summit Action Letter Finance and Budget Committee Monday, September 14, 2020 4:00 PM Via Video Conference and City Council Chambers City Hall 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee of the City of Lee’s Summit will meet in regular session on Monday, September 14, 2020 at 4:00 pm in person and by video conference as provided by Section 610.015 of the Revised Statutes of the State of Missouri. Due to the ongoing Covid-19 pandemic, public attendance in the meeting room at City Hall is extremely limited, and therefore the public is invited to attend the meeting by one of these methods: • By viewing the meeting on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. • By sending a request to the City Clerk at clerk@cityofls.net to attend the meeting on the Zoom platform. The City Clerk will provide instructions regarding how to attend by this method. Persons wishing to comment on any item of business on the agenda may do so in writing prior to 5:00 p.m. on Friday, September 11, 2020, by one of the following methods: • By sending an e-mail to clerk@cityofls.net, • By leaving a voicemail at 816-969-1005 or • By leaving written printed comments in the utility payments drop boxes located in the alley behind City Hall or inside the foyer at the north end of City Hall, both located at 220 SE Green Street, Lee's Summit, MO 64063. Written comments submitted by these methods will be presented at the Finance and Budget Committee meeting. Persons wishing to speak at a public hearing on this agenda may do so by contacting the City Clerk prior to 5:00 p.m. on Friday, September 11, 2020 by e-mail at clerk@cityofls.net, and they will be provided with instructions regarding how to provide their live testimony via videoconference during the public hearing. Call to Order Chairman Johnson called the September 14, 2020 Finance and Budget Committee meeting to order at 4:09 pm. 2. Roll Call *Note: Councilmember Carlyle was not present at the beginning of the meeting but was needed for quorum later in the meeting. Present: 5 - Chairperson Bob Johnson Vice Chair Beto Lopez Councilmember Andrew Felker Councilmember Diane Forte Alternate Trish Carlyle 3. Approval of Agenda ACTION: A motion was made by Councilmember Forte, second by Councilmember Felker, to approve the agenda as published and with the rearrangements made by Chair Johnson. The motion carried by the following vote: AYE - 4 Councilmember Forte Councilmember Felker Vice Chair Lopez Chairman Johnson 4. Public Comments There were no Public Comments. 5. Business A. 2020-3622 Approval of the June 8th and August 10th, 2020 Finance and Budget Committee Action Letters. ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember Forte, to approve the Action Letters for the June 8 and August 10, 2020 Finance and Budget Committee meetings. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte Absent: 1 - Alternate Carlyle B. 2020-3652 Presentation of the Budget Calendar This item was not considered at this meeting due to time constraints. D. 2020-3677 Discussion relating to Jackson County 2019 property tax reassessment impact and City of Lee's Summit property tax levy for 2020. Ms. Bette Wordelman presented information on the 2019 property tax for the City of Lee's Summit. This Discussion Item was received and filed. E. 2020-3651 CARES Act Funding Approval Process Mr. Steve Arbo, City Manager, presented information on the recommendations for CARES Act funding. *Note: Chairman Johnson and Councilmember Felker left the room at 5:03 pm noting a conflict of interest on some of the considerations (non-profit organizations). Vice Chair Lopez became the Chair and Councilmember Carlyle joined for quorum. F. BILL NO. An Ordinance approving a form Public Service Agreement for the distribution of 20-166 Coronavirus Relief Funds to various non-profit entities and authorizing the City Manager to execute the same on behalf of the City with awarded applicants. ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember Forte, that Bill No. 20-166 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte Absent: 1 - Alternate Carlyle G. BILL NO. An Ordinance allocating Coronavirus Relief Funds to certain non-profit entities. 20-167 ACTION: A motion was made by Councilmember Forte, seconded by Councilmember Carlyle, that Bill No. 20-167 be recommended for approval to the City Council. Chairman Johnson and Councilmember Felker noted they would be abstaining from the vote due to conflicts of interest. They did not participate in the presentation or discussion of this item for the same reasons. The motion carried by the following vote: Aye: 3 - Vice Chair Lopez Councilmember Forte Alternate Carlyle Abstain: 2 - Chairperson Johnson Councilmember Felker H. BILL NO. ACTION: A motion was made by Councilmember Felker, seconded by Vice Chair Lopez, that Bill No. 20-168 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte Absent: 1 - Alternate Carlyle I. BILL NO. An Ordinance approving the use of Contract No. 2019-064 between the City and 20-181 D.H. Pace Company Inc. DBA Overhead Door Company of Kansas City, to purchase services and supplies to respond to and mitigate against the effects of COVID-19 and ratifying the City Manager’s prior execution of the same for the City of Lee's Summit, Missouri to allow for expanded spending authority. An Ordinance approving the use of a Cooperative Contract between Eagle 20-182 County Paramedic Services, Public Safety Association Inc. and Zoll Medical Corporation to purchase medical equipment and accessories as needed and authorizing the City Manager to execute all documents necessary to use the same for the City of Lee's Summit, Missouri.
