The City of Lee's Summit Action Letter Finance and Budget Committee Friday, September 18, 2020 9:00 AM Via Video Conference Notice is hereby given that the Finance and Budget Committee of the City of Lee’s Summit will meet in regular session on Friday, September 18, 2020 at 9:00 am by video conference as provided by Section 610.015 of the Revised Statutes of the State of Missouri. The public is invited to attend the meeting by one of these methods: • By viewing the meeting on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. • By sending a request to the City Clerk at clerk@cityofls.net to attend the meeting on the Zoom platform. The City Clerk will provide instructions regarding how to attend by this method. Persons wishing to comment on any item of business on the agenda may do so in writing prior to 5:00 p.m. on Thursday, September 17, 2020, by one of the following methods: • By sending an e-mail to clerk@cityofls.net, • By leaving a voicemail at 816-969-1005 or • By leaving written printed comments in the utility payments drop boxes located in the alley behind City Hall or inside the foyer at the north end of City Hall, both located at 220 SE Green Street, Lee's Summit, MO 64063. Written comments submitted by these methods will be presented at the Finance and Budget Committee meeting. In the event that the meeting cannot be broadcast via www.WatchLS.net and the cable channels noted above, this agenda will be amended to include directions for the public to attend via the Zoom software platform at www.Zoom.com; such amendment will include a specific link to attend the Finance and Budget Committee meeting. 1. Approval of Agenda ACTION: Chairman Johnson amended the order of the agenda moving items E. and F. to the beginning of the agenda. A motion was made by Councilmember Forte, seconded by Vice Chair Lopez, that to approve the agenda as amended. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte Absent: 1 - Alternate Carlyle 4. Public Comments There were no Public Comments. 5. Business A. BILL NO. An Ordinance approving the use of Contract No. 2019-064 between the City and 20-181 D.H. Pace Company Inc. DBA Overhead Door Company of Kansas City, to purchase services and supplies to respond to and mitigate against the effects of COVID-19 and ratifying the City Manager’s prior execution of the same for the City of Lee's Summit, Missouri to allow for expanded spending authority. (F&BC 9/18/20) Discussion included: * Why on agenda again * Purchases on attachment * What were previous doors ACTION: A motion was made by Councilmember Felker, seconded by Councilmember Forte, that Bill No. 20-181 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte Absent: 1 - Alternate Carlyle B. BILL NO. An Ordinance approving the use of a Cooperative Contract between Eagle 20-182 County Paramedic Services, Public Safety Association Inc. and Zoll Medical Corporation to purchase medical equipment and accessories as needed and authorizing the City Manager to execute all documents necessary to use the same for the City of Lee's Summit, Missouri. An Ordinance approving the use of a Cooperative Contract between Eagle 20-183 County Paramedic Services, Public Safety Association Inc., and Physio-Control, Inc. to purchase medical equipment and accessories as needed and authorizing the City Manager to execute all documents necessary to use the same for the City of Lee's Summit, Missouri. (F&BC 9/18/20) ACTION: A motion was made by Councilmember Forte, seconded by Councilmember Felker, that Bill No. 20-183 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte Absent: 1 - Alternate Carlyle D. BILL NO. An Ordinance approving the use of a cooperative contract between 20-184 Houston-Galveston Area Council of Governments and AeroClave LLC to purchase emergency preparedness and safety equipment to decontaminate City vehicles and facilities to better protect employees and the public from the spread of COVID-19 and other infectious diseases, and authorizing the City Manager execute the necessary documents to procure such items for the City of Lee’s Summit, Missouri. (F&BC 9/18/20) ACTION: A motion was made by Councilmember Felker, seconded by Councilmember Forte, that Bill No. 20-184 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte Absent: 1 - Alternate Carlyle E. BILL NO. An Ordinance authorizing the execution of a memorandum of understanding 20-185 between the Kansas Bureau of Investigation and the City of Lee’s Summit, Missouri for the use of Midwest High Intensity Drug Trafficking Area Award Funds. (DEA Task Force) (F&BC 9/18/20) ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember Felker, that Bill No. 20-185 be recommended for approval to the City Council.
