The City of Lee's Summit Action Letter Finance and Budget Committee Thursday, September 2, 2021 2:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 ***AMENDED*** Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Thursday, September 2, 2021 at 2:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 5:00 p.m. on Wednesday, September 1, 2021, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. 1. Call to Order Chairperson Johnson called to order the September 2, 2021 Finance and Budget committee meeting at 2:07 p.m. 2. Roll Call Present: 4 - Chairperson Bob Johnson Vice Chair Beto Lopez Councilmember Phyllis Edson Councilmember Hillary Shields 3. Approval of Agenda Chairperson Johnson removed agenda item 5.H. because it needs to go to Public Works Committee and not the Finance and Budget Committee. A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approve the agenda as amended by Chairperson Johnson. Public Comments There were no Public Comments. 5. Business A. 2021-4302 Approval of the August 2, 2021 Finance and Budget Committee Action Letter. A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, to approve the August 2, 2021 Finance and Budget Committee Action Letter. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields B. BILL NO. An Ordinance approving Amendment No. 2 to the Budget for the Fiscal Year 21-174 ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187, by amending the authorized expenditures in the Road and Bridge Improvement fund and the ITS Services fund for the City of Lee’s Summit, Missouri. ACTION: A motion was made by Councilmember Shields, seconded by Councilmember Edson, that TMP-1998 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields C. BILL NO. An Ordinance approving the Calendar Year 2022 Employee Benefit Programs; 21-175 approving agreements for services by and between the City of Lee’s Summit, Missouri and Cigna Health and Life Insurance Company, Metropolitan Life Insurance Company, Hartford Life and Accident Insurance Company, New Directions Behavioral Health, LLC, Navia Benefit Solutions, Inc., and Trustmark Insurance Company, and authorizing the City Manager to execute agreements and other documents as necessary to administer employee benefits for Calendar Year 2022 by and on behalf of the City. A motion was made by Councilmember Edson, seconded by Councilmember Shields, that TMP-1986 be recommended for approval to the City Council. A motion was made by Vice Chair Lopez, seconded by Councilmember Edson, that TMP-2009 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields E. BILL NO. An Ordinance approving the use of a Cooperative Contract between the City of 21-177 Kansas City, Missouri and FTC Equipment, LLC, to purchase water pump supplies, equipment, and repair services as needed and authorizing the City Manager to execute the same. A motion was made by Councilmember Shields, seconded by Councilmember Edson, that TMP-2010 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields F. BILL NO. An Ordinance approving the use of a Cooperative Contract between the City of 21-178 Kansas City, Missouri and Mid America Pump, LLC, to purchase water pump supplies, equipment, and repair services as needed and authorizing the City Manager to execute the same . A motion was made by Councilmember Edson, seconded by Councilmember Shields, that TMP-2011 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields G. BILL NO. An Ordinance approving an Intergovernmental Agreement between the City of 21-179 Lee's Summit, Missouri, through the Parks and Recreation Board, and the Lee's Summit R-7 School District outlining the Mutual Sheltering and Reunification Agreement for the Great Beginnings Early Childhood Center and Legacy Park Community Center for the 2021-2022 school year, and authorizing the Mayor to execute the same. A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2013 be recommended for approval to the City Council. A motion was made by Councilmember Shields, seconded by Vice Chair Lopez to amend the motion to replace "Legacy Park Community Center" with "Lovell Community Center". The motion carried by a 3-1 vote (Councilmember Edson "No"). A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2013 be recommended for approval as amended to the City Council. BILL NO. An Ordinance approving the dual award of Bid No. 2021-082 to Lan-Tel 21-199 Communications Services, LLC and to Martin Underground Construction, Inc. for fiber optic network installation and repair for a one-year term with up to four one-year renewals, and authorizing the City Manager to execute the same. (PWC 9/13/21) This item was removed from the agenda by Chairperson Johnson. I. 2021-4037 On-site Employee Survey Results This Presentation was received and filed. 6. Roundtable Councilmember Edson asked for an update on Priority Based Budgeting. Ms. Bette Wordelman, Finance Director, gave a brief update on assessed valuation and the City's investment policy. The next meeting is scheduled for Monday, October 4, 2021 at 5:00 p.m. 7.
