The City of Lee's Summit Action Letter Finance and Budget Committee Monday, November 1, 2021 5:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, November 1, 2021 at 5:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, November 1, 2021, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. 1. Approval of Agenda A motion was made by Councilmember Shields, seconded by Councilmember Edson, to approve the agenda as published. Public Comments There were no Public comments. 5. Business A. 2021-4484 Approval of the October 4, 2021 Finance and Budget Committee Action Letter. A motion was made by Councilmember Edson, seconded by Councilmember Shields, to approve the Action Letter dated October 4, 2021. An Ordinance approving an agreement between the City of Lee's Summit, 21-229 Missouri and Axon Enterprise Inc. for the purchase of Taser 7 conducted energy devices, and authorizing the City Manager to execute the same of on behalf the City. (F&BC 11/1/21) A motion was made by Councilmember Edson, seconded by Councilmember Shields, that item TMP-2073 was recommended for approval to the City Council. An Ordinance approving the dual award of Bid No. 2022-023, to purchase 21-230 ammunition on an as-needed basis for a one-year term with up to four, one-year renewals to On Target Ammunition, LLC and Zoom Technologies, LLC, and authorizing the City Manager to execute the same for the City. (F&BC 11/1/21) A motion was made by Councilmember Shields, seconded by Councilmember Edson, that TMP-2075 was recommended for approval to the City Council. An Ordinance approving two grant agreements for the Missouri Highway Safety 21-231 Program between the State of Missouri, through its Department of Transportation Traffic and Highway Safety Division, and the City of Lee's Summit, Missouri, and authorizing the Mayor to execute the same. An Ordinance approving an intergovernmental agreement between the City of 21-232 Lee’s Summit and the State of Missouri, through its Department of Social Services, to receive payments on qualifying low-income water accounts, and authorizing the Mayor to execute the same. An Ordinance approving the cooperative agreement between the City of Lee’s 21-233 Summit, Missouri and the Downtown Lee’s Summit Community Improvement District for the Third Street Streetscape Enhancement Project, and authorizing the Mayor to execute the same. (F&BC 11/1/21) A motion was made by Councilmember Edson, seconded by Councilmember Shields, that TMP-2086 was recommended for approval to the City Council. An Ordinance approving Amendment No. 4 to the Budget for the Fiscal Year 21-234 ending June 30, 2022, as adopted by OrdinanceNno. 9184 and Ordinance No.9187, by amending the authorized expenditures in the General Fund and the Stormwater Fund. A Resolution revising the investment policy for the City of Lee's Summit, 21-24 Missouri. A motion was made by Councilmember Shields, seconded by Councilmember Edson, that 2021-4490 was recommended for approval to the City Council. Roundtable Chairperson Johnson discussed Tax Increment Financing and his opposition to it. Councilmember Edson thanked tonight's presenters. Councilmember Shields commented on information Chairperson Johnson distributed saying it might make the case for more commercial construction in the city. Councilmember Edson stated she is concerned that after COVID, residential developers will try to build in commercial zones and argue commercial is dead. Chairperson Johnson agreed and added he is nervous the City Council will receive requests for incentives on single family, detached housing. Chairperson Johnson announced the next Finance and Budget Committee meeting on Monday, December 6, 2021 at 5:00 p.m. 7.
