The City of Lee's Summit Action Letter Finance and Budget Committee Monday, December 6, 2021 5:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 ***AMENDED*** Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, December 6, 2021 at 5:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, December 6, 2021, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. 1. Call to Order Chairperson Johnson called the December 6, 2021 Finance and Budget Committee meeting to order at 5:03 p.m. 2. Roll Call Present: 4 - Chairperson Bob Johnson Vice Chair Beto Lopez Councilmember Phyllis Edson Councilmember Hillary Shields 3. Approval of Agenda A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, to approve the agenda as published. Public Comments There were no Public Comments. 5. Business A. 2021-4540 Water Utilities Business Services Division and IT Department Overview This Discussion Item was received and filed. B. 2021-4515 Approval of the November 1, 2021 Finance and Budget Committee Action Letter. A motion was made by Vice Chair Lopez, seconded by Councilmember Edson, to approve the Action Letter dated November 1, 2021. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields C. BILL NO. An Ordinance approving the award of Bid No. 2022-029, to purchase electrical 21-249 services and materials on an as-needed basis for a one-year term with up to four, one-year renewals to Greenwood Energy Solutions, LLC, and authorizing the City Manager to execute the same for the City. (F&BC 12/6/21) A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that TMP-2106 be recommended for approval to the City Council. An Ordinance approving an Intergovernmental agreement between the City of 21-250 Lee’s Summit, Missouri, through the Lee’s Summit Parks and Recreation Board and Jackson County, Missouri Parks and Recreation for facility use to support programming for various Jackson County Parks and Recreation Programs and authorizing the Mayor to execute the same. (F&BC 12/6/21) A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2105 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields E. BILL NO. An Ordinance approving the 2022 Jackson County Board of Election 21-251 Commissioners Poll Contracts for the Lovell Community Center, Harris Park Community Center, Longview Community Center and the Gamber Center, and authorizing the Mayor to execute the same by and on behalf of the City. (F&BC 12/6/21) A motion was made by Councilmember Shields, seconded by Councilmember Edson, that TMP-2113 be recommended for approval to the City Council. Roundtable Councilmember Johnson stated he thinks they should begin considering zero based budgeting, at least for some departments, as they go into the budget discussions. Mayor Pro Tem Lopez asked what the timing will be for the budget process. Mrs. Christal Weber, Assistant City Manager, confirmed all four committee members are available for the next scheduled Finance and Budget Committee meeting on Monday, January 3, 2022 at 5:00 p.m. Mrs. Bette Wordelman, Finance Director, supplied preliminary sales tax data. 7.
