The City of Lee's Summit Action Letter Finance and Budget Committee Monday, January 3, 2022 5:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, January 3, 2022 at 5:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, January 3, 2021, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. 1. Call to Order Chairperson Johnson called the January 3, 2022 Finance and Budget Committee meeting to order at 5:00 p.m. 2. Roll Call Present: 4 - Chairperson Bob Johnson Vice Chair Beto Lopez Councilmember Phyllis Edson Councilmember Hillary Shields 3. Approval of Agenda Chairperson Johnson amended the published agenda to remove item 5.B. Information Technology Department Overview. A motion was made by Councilmember Shields, seconded by Councilmember Edson, to approve the agenda as amended by Chairperson Johnson. Public Comments There were no Public Comments. 5. Business A. 2021-4591 Approval of the December 6, 2021 Finance and Budget Committee Action Letter. A motion was made by Councilmember Edson, seconded by Councilmember Shields to approve the December 6, 2021 Action Letter. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields B. 2021-4620 Department Overview: Information Technology This item was removed from the agenda by Chairperson Johnson during agenda management. C. BILL NO. An Ordinance approving the award of RFP No. 2022-008, to conduct a Diversity 22-17 and Inclusion Assessment of the City government and community to Hicks-Carter-Hicks, LLC, and authorizing the City Manager to execute the same for the City. (F&BC 1/19/2022) No action was taken on this item. Discussion was continued until the February 19, 2022 meeting of the Finance and Budget Committee. D. BILL NO. An Ordinance approving the award of RFP No. 2022-026, for the purchase 22-08 custodial services on an as-needed basis, to The Continental Cleaning Company of Kansas City, LLC for a one-year term with up to four, one-year renewals, and authorizing the City Manager to execute the same for the City. (F&BC 1/3/22) A motion was made by Councilmember Shields, seconded by Councilmember Edson, that TMP-2122 be recommended for approval to City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields E. BILL NO. An Ordinance approving the award of RFP No. 2022-016 for the provision of 22-09 Health Insurance and Employee Benefit Brokerage/Consulting Services to Holmes Murphy & Associates, LLC for a one-year term with up to four, one-year renewals and authorizing the City Manager to execute the same for the City. An Ordinance approving the dual award of Bid No. 2022-014 to purchase water 22-10 meters on an as-needed basis for a one-year term with up to four, one-year renewals to Core & Main, LP and Midwest Meter, Inc. and authorizing the City Manager to execute the same for the City. (F&BC 1/3/22) A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that TMP-2133 be recommended for approval to City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields 6. Roundtable Mrs. Bette Wordelman, Finance Director, presented a report on the Business and Industry Tax Fund. 2022-4624 Roundtable: Bed and Industry Fund Update This report was received and filed. 7.
