The City of Lee's Summit Action Letter Finance and Budget Committee Monday, April 4, 2022 5:00 PM Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, April 4, 2022 at 5:00 pm via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, April 4, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. 1. Public Comments There were no Public Comments. 5. Business A. 2022-4827 Approval of the March 8, 2022 Finance and Budget Committee Action Letter. ACTION: A motion was made by Councilmember Shields, seconded by Councilmember Edson, that the March 8, 2022 Finance and Budget Committee Action Letters be approved. An Ordinance approving Amendment No. 9 to the Budget for the Fiscal Year 22-65 ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187, by amending the full time equivalent positions for the ITS Services Fund for the City of Lee's Summit, Missouri. ACTION: A motion was made by Alternate Carlyle, seconded by Councilmember Edson, that the bill entitled "An Ordinance approving Amendment No. 9 to the Budget for the Fiscal Year ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187, by amending the full time equivalent positions for the ITS Services Fund for the City of Lee's Summit, Missouri.", be recommended for approval to the City Council. An Ordinance authorizing an Intergovernmental User Agency Agreement 22-66 between the City of Lee’s Summit and the Southern Jackson County Fire Protection District for access to the Metropolitan Area Regional Radio System through the City's prime site link, and authorizing the Mayor to execute the same. ACTION: A motion was made by Councilmember Shields, seconded by Alternate Carlyle, that this bill entitled "An Ordinance authorizing an Intergovernmental User Agency Agreement between the City of Lee’s Summit and the Southern Jackson County Fire Protection District for access to the Metropolitan Area Regional Radio System through the City's prime site link, and authorizing the Mayor to execute the same.", be recommended for approval City Council. An Ordinance approving a contract between the City and Jackson County 22-67 Electrical Services, Inc., to purchase electrical services and supplies as needed and ratifying the City Manager’s execution of the same for the city. ACTION: A motion was made by Councilmember Edson, seconded by Councilmember Shields, that this bill entitled, "An Ordinance approving a contract between the City and Jackson County Electrical Services, Inc., to purchase electrical services and supplies as needed and ratifying the City Manager’s execution of the same for the city.", be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Councilmember Edson Councilmember Shields Alternate Carlyle Absent: 1 - Chairperson Lopez E. BILL NO. An Ordinance authorizing the City to pay maintenance and support costs 22-68 pursuant to the terms of the Master Services Agreement between the City and OPG-3 Inc. and authorizing the City Manager to execute all documents necessary to effectuate the same on behalf of the City. ACTION: A motion was made by Councilmember Shields, seconded by Councilmember Edson, that this bill entitled, "An Ordinance authorizing the City to pay maintenance and support costs pursuant to the terms of the Master Services Agreement between the City and OPG-3 Inc. and authorizing the City Manager to execute all documents necessary to effectuate the same on behalf of the City.", be recommended for approval to the City Council. Roundtable Councilmember Edson stated she thinks they set a record tonight for the fastest meeting. Staff Roundtable: Mrs. Christal Weber, Assistant City Manager, there is currently a special Finance and Budget Committee meeting scheduled for 5pm on April 25, 2022 for the presentation of the City Manager's Budget. This has not been confirmed but that is the target date at this time. 7.
