The City of Lee's Summit Action Letter Finance and Budget Committee Tuesday, March 8, 2022 12:00 PM Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 ***AMENDED - NEW DATE AND TIME - VIA VIDEO CONFERENCE ONLY*** Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Tuesday, March 8, 2022 at 12:00 pm via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 5:00 p.m. on Monday, March 7, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. 1. Approval of Agenda A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approve the agenda as published. Public Comments There were no Public Comments 5. Business A. 2022-4739 Approval of the February 7, 2022 Finance and Budget Committee Action Letter. A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, to approve the February 7, 2022 Action Letter. The motion carried by the following vote: Aye: 3 - Chairperson Johnson Vice Chair Lopez Councilmember Shields Absent: 1 - Councilmember Edson B. 2022-4767 Investment Portfolio Report for the quarter ended December 31, 2021 This Report was received and filed. C. 2022-4779 Report of the General Fund Balance as required by Ordinance No. 7428. This Report was received and filed. D. BILL NO. An Ordinance approving the dual award of Bid No. 2022-024 to purchase water 22-47 operations parts and materials on an as-needed basis for a one-year term with up to four, one-year renewals to Core & Main, LP and Blue Springs Winwater, Inc. and authorizing the City Manager to execute the same for the City. (F&BC 3/8/22) A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2189 be recommended for approval to the City Council. An Ordinance authorizing the City of Lee's Summit, Missouri to waive the Lee's 22-48 Summit Housing Authority's Payment in Lieu of Taxes for the Authority's fiscal year ended September 30, 2021 in the estimated amount of $33,874.16. (F&BC 3/8/22) A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that TMP-2197 be recommended for approval to the City Council. An Ordinance amending Section 28-179 of the Code of Ordinances of the City of 22-49 Lee’s Summit by revising the tax rates by land use category for calculation of the License Tax on Building Contractors. (F&BC 3/8/22) A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2177 be recommended for approval to the City Council. BILL NO. An Ordinance approving Amendment No. 6 to the budget for the Fiscal Year 22-43 ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187, by amending the authorized expenditures to projected year end amounts for the City of Lee's Summit, Missouri. A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that Bill No. 22-43 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Johnson Vice Chair Lopez Councilmember Shields Absent: 1 - Councilmember Edson H. BILL NO. An Ordinance approving Amendment No. 7 to the budget for the Fiscal Year 22-44 ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187, by amending the authorized expenditures and Full Time Equivalent positions for the Lee's Summit Municipal Airport; amending a position title in the Creative Services Division of the Administration Department; and establishing a new Pay and Classification Plan. A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that Bill No. 22-44 be recommended for approval to the City Council. An Ordinance approving Amendment No. 8 to the Budget for the fiscal year 22-45 ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187 by amending the authorized expenditures for the Fire Department for the City of Lee's Summit, Missouri. A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that Bill No. 22-45 be recommended for approval to the City Council. Roundtable Ms. Bette Wordelman, Director of Finance, summarized the Sales Tax Report. Ms. Christal Weber, Assistant City Manager, informed the committee members the budget amendment items will be considered by the full City Council at their meeting tonight due to time sensitivity. She also wished everyone a happy International Women's Day and thanked the committee members for supporting women in government. There were no items for Committee Roundtable. Chairperson Johnson announced the next meeting of the Finance and Budget Committee has been scheduled for April 4, 2022 at 5:00 pm. There is also a Special Session scheduled for April 25, 2022 at 5:00 pm. 7.
