The City of Lee's Summit Action Letter Finance and Budget Committee Monday, February 7, 2022 5:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, February 7, 2022 at 5:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, February 7, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. 1. Approval of Agenda A motion was made by Councilmember Shields, seconded by Councilmember Edson, to approve the agenda as published. A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approve the Action Letters dated January 3 and 19, 2022. C. 2022-4690 Presentation and Discussion over Development Services organizational structure. This Presentation was received and filed. D. 2022-4709 Presentation and discussion over Facilities Asset Management This Presentation was received and filed. E. 2022-4704 Presentation of the Comprehensive Annual Financial Report for the Fiscal Year ended June 30, 2021 by RSM US LLP. This Presentation was received and filed. F. 2022-4712 Presentation of the FY22 General Fund Mid-Year Revenue Projections This Presentation was received and filed. G. RES. NO. A Resolution authorizing the offering for sale of General Obligation Refunding 22-06 Bonds for the benefit of the City of Lee’s Summit, Missouri. This item was intended to be a presentation to the Finance and Budget Committee. No action was required. H. BILL NO. An Ordinance approving a software support agreement for the CIS Infinity 22-27 software between the City of Lee's Summit and N. Harris Computer Corporation in the amount of $246,080.12, and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 2-7-22) A motion was made by Councilmember Shields, seconded by Councilmember Edson, that TMP-2174 be recommended for approval to the City Council. BILL NO. An Ordinance approving Amendment No. 5 to the budget for the fiscal year 22-18 ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187 by amending pay rates for Police and Fire, General Fund; amending the authorized Full Time Equivalent positions in the Finance Department and Police Department for the City of Lee's Summit, Missouri; and establishing a new Pay and Classification Plan. A motion was made by Councilmember Shields, seconded by Councilmember Edson, that Bill No. 22-18 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Edson Councilmember Shields 6. Roundtable There was no Committee Roundtable. Mrs. Bette Wordelman, Finance Director, gave a brief update on sales tax revenue, recognition for first PAFER (Popular Annual Financial Report), and the budget calendar. Chairperson Johnson announced the next Finance and Budget Committee meeting is scheduled for March 7, 2022 at 5:00 pm. 7.
