The City of Lee's Summit Action Letter Finance and Budget Committee Wednesday, June 1, 2022 5:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 SPECIAL SESSION Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Special Session on Wednesday, June 1, 2022 at 5:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Tuesday, May 31, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. TThe meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum channel 2, AT&T U-Verse channel 99 and Comcast channel 7). 1. Call to Order Chairperson DeMoro called the June 1, 2022 Finance and Budget Committee Special Session to order at 5:01 p.m. 2. Roll Call Present: 4 - Councilmember Fred DeMoro Vice Chair Beto Lopez Councilmember Faith Hodges Councilmember Hillary Shields 3. Approval of Agenda A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approve the agenda as published. Public Comments There were no Public Comments. 5. Business A. 2022-4956 Approval of the May 2 and May 16, 2022 Finance and Budget Committee Action Letters. A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, to approve the Action Letters dated May 2 and May 16, 2022. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields B. 2022-4970 Continued presentation of Fiscal Year 2023 Budget. A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that the Fiscal Year 2023 Budget be recommended for approval to the full City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields 6. Roundtable There was no Committee Roundtable. Mr. Mark Dunning, Assistant City Manager, stated during Staff Roundtable that staff will bring the Fiscal Year 2023 budget as a Public Hearing to the June 14, 2022 City Council meeting. He went on to inform the committee that the ARPA funding discussion, a review of bonding capacity, the adoption of CIP funding and the CDBG Annual Action Plan will all be on the June 14, 2022 City Council agenda. There were discussions between Committee members and staff regarding the committee process for the ARPA funding, CIP funding, CDBG Action Plan, and the review of bonding capacity. Chairperson DeMoro announced the next Finance and Budget Committee meeting will be June 6, 2022 at 4:00 p.m. 7.
