The City of Lee's Summit Action Letter Finance and Budget Committee Monday, June 6, 2022 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 ***AMENDED*** Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, June 6, 2022 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, June 6, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum channel 2, AT&T U-Verse channel 99 and Comcast channel 7). 1. Call to Order Chairperson DeMoro called the June 6, 2022 Finance and Budget Committee meeting to order at 4:04 p.m. 2. Approval of Agenda A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, to approve the agenda as published. Business A. 2022-4926 Approval of the June 1, 2022 Finance and Budget Committee Action Letter. A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, to approve the June 1, 2022 Finance and Budget Committee Action Letter. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields B. BILL NO. An Ordinance approving a contract between the City and D.H. Pace Company, 22-124 Inc. d.b.a. Overhead Door of Kansas City, to purchase overhead door materials, repairs, and installation as needed and ratifying the city manager’s execution of the same for the city to allow for expanded spending authority. (F&BC 6/6/22) A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that TMP-2306 be recommended for approval to the City Council. An Ordinance approving the FY2023 Property And Liability Insurance Program, 22-125 authorizing the City Manager to enter into Agreements with CNA Insurance, States Self-Insurers Risk Retention Group, Glatfelter Insurance Group, Chubb Limited, and Traveler’s Insurance for the procurement of property and liability insurance coverage and related services for FY2023, and authorizing the City Attorney to approve individual claim expenses and/or settlements in amounts not to exceed $20,000.00 per claim. (F&BC 6/6/22) ACTION: A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2315 be recommended for approval to the City Council. An Ordinance approving Amendment No. 11 to the Budget for the Fiscal Year 22-126 ending June 30, 2022, as adopted by Ordinance No. 9184 and Ordinance No. 9187 by amending the Full Time Equivalent positions for the Police Department and establishing a new Pay and Classification Plan. (F&BC 6/6/22) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2302 be recommended for approval to the City Council. BILL NO. An Ordinance approving the 2022 Combat Drug Commission DARE Agreement 22-127 by and between the City of Lee’s Summit, Missouri and Jackson County, Missouri, and authorizing the Mayor to execute the same by and on behalf of the City. (F&BC 6/6/22) A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that TMP-2318 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields F. 2022-4979 Presentation: Debt Capacity Information This Presentation was received and filed. G. 2022-4980 Continued discussion of Proposed Budget for Fiscal Year 2022-23 This Presentation was received and filed. 6. Roundtable There was no Committee Roundtable. During Staff Roundtable, Mr. Mark Dunning, Assistant City Manager, thanked the budget team for all of their effort. Mrs. Bette Wordelman, Director of Finance, gave a brief Sales Tax overview. Ms. Christal Weber, Assistant City Manager, discussed the need for a Finance and Budget Committee meeting in July and to find an alternate date due to the 4th of July holiday. 7.
