Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit
will meet in Regular Session on Wednesday, July 6, 2022 at 4:00 pm in person and via video
conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances,
adopted by the City Council on June 15, 2021, Ordinance No. 9172.
Persons wishing to comment on any item of business on the agenda via video conference
may do so by sending a request prior to 12:00 p.m. on Monday, June 6, 2022, to the City
Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The
City Clerk will provide instructions regarding how to attend by this method.
The meeting may be viewed on the City’s website at WatchLS.net, and on various cable
providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7).

Chairperson DeMoro called the July 6, 2022 Finance and Budget Committee
meeting to order at 4:07 p.m.

A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approve the

A. 2022-5020 Approval of the June 6, 2022 Finance and Budget Committee Action Letter.
A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approve the
June 6, 2022 Action Letter. The motion carried by the following vote:

B. BILL NO. An Ordinance approving the award of Bid No. 2022-057 to DLS Tire Centers Inc.
22-141 to purchase tires and services on an as-needed basis for a one-year term with
up to four, one-year renewals and authorizing the City Manager to execute the
same for the City. (F&BC 7/6/22)
A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that TMP-2322
be recommended for approval to the City Council. The motion carried by the following vote:

C. BILL NO. An Ordinance approving the execution of a memorandum of understanding
22-142 between the Kansas Bureau of Investigation and the City of Lee’s Summit for
the use of Midwest High Intensity Drug Trafficking Area Award Funds, and
authorizing the Mayor to execute the same on behalf of the City. (FBI Combined
Task Force) (F&BC 7/6/22)
A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2323
be recommended for approval to the City Council. The motion carried by the following vote:

D. BILL NO. An Ordinance approving the execution of a memorandum of understanding
22-143 between the Kansas Bureau of Investigation and the City of Lee’s Summit for
the use of Midwest High Intensity Drug Trafficking Area Award Funds, and
authorizing the Mayor to execute the same on behalf of the City. (DEA Task
Force) (F&BC 7/6/22)
A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2324
be recommended for approval to the City Council. The motion carried by the following vote:

E. BILL NO. An Ordinance authorizing the City to spend additional funds to purchase
22-144 additional software licenses and services pursuant to the Software License and

Technologies, LLC, and authorizing the City Manager to execute all documents
necessary to effectuate the same on behalf of the City. (F&BC 7/6/22)
A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that TMP-2999
be recommended for approval to the City Council. The motion carried by the following vote:

F. BILL NO. An Ordinance approving the use of a cooperative contract between Public

emergency medical equipment, and ratifying the City Manager’s execution of
the same to allow for expanded spending authority. (F&BC 7/6/22)
A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that TMP-2338
be recommended for approval to the City Council. The motion carried by the following vote:

G. BILL NO. An Ordinance Approving the First Amendment to the Amended and Restated
22-146 Development Structure Agreement Among the City of Lee’s Summit, Missouri,
Lane4 Development Group, Inc., and Biederman Redevelopment Ventures for
the Downtown Market Plaza Project. (F&BC 7/6/22)
A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that TMP-2342
be recommended for approval to the City Council. The motion carried by the following vote:

6. Roundtable
Councilmember Shields asked if an Ordinance, or the City Charter, gives the
City Manager direction to approve contracts under $50,000 without City Council
approval and if that amount should be raised in line with inflation. Mrs. Bette
Wordelman, Finance Director, stated it is part of the Procurement Policy that is
adopted and approved by the City Council. That policy gets revised at least
every 3 years and it is up for review in the next 12 months.
Mrs. Christal Weber, Assistant City Manager, announced the next Finance and
Budget Committee meeting is scheduled for August 1, 2022 at 4:00 pm.

Seeing no further business, Chairperson DeMoro adjourned the July 6, 2022
Finance and Budget Committee meeting at 4:36 pm.
