The City of Lee's Summit Action Letter Finance and Budget Committee Monday, February 6, 2023 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, February 6, 2023 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, February 5, 2023, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order Chairperson DeMoro called the February 6, 2023 Finance and Budget Committee meeting to order at 4:02 p.m. 2. Roll Call Present: 4 - Councilmember Fred DeMoro Vice Chair Beto Lopez Councilmember Faith Hodges Councilmember Hillary Shields 3. Approval of Agenda Chairperson DeMoro amended the published agenda by moving agenda items 5F and 5G to be presented after agenda item 5A. A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, to approve the agenda as amended by Chairperson DeMoro. Business A. 2023-5436 Approval of the January 4, 2023 Finance and Budget Committee Action Letter. A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, to approve the Action Letter dated January 4, 2023. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields F. 2023-5429 Presentation: Annual Comprehensive Financial Report for the Fiscal Year ended June 30, 2022 by RSM US LLP. This Presentation was received and filed. G. 2023-5444 Presentation: Investment Portfolio Report for the quarter ended December 31, 2022 This Report was received and filed. B. BILL NO. An Ordinance approving the award of Bid No. 2023-029 to purchase masonry 23-034 services and repair on an as-needed basis for a one year term with up to four one year renewals to MTS Contracting Inc. and authorizing the City Manager to execute the same for the City. (F&BC 2/6/23) A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, that TMP-2528 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields C. BILL NO. An Ordinance approving the use of a cooperative contract between the City of 23-035 Kansas City, Missouri and Kranz of Kansas City, to purchase truck equipment, fabrication, and installation services as needed and authorizing the City Manager to execute the same for the City. (F&BC 2/6/23) A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that TMP-2553 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields D. BILL NO. An Ordinance approving the award of Contract No. 2023-0012, to conduct an 23-036 audit of the City’s Equipment Replacement Programs and Overhead charges to Matrix Consulting Group, Ltd., and authorizing the City Manager to execute the same for the City. (F&BC 2/6/23) A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, that TMP-2558 be recommended for approval to the City Council. BILL NO. An Ordinance approving a statement of work with Analysts International 23-037 Corporation (AIC) for the upgrade of server operating systems and Lawson ERP software in the amount of $108,240.00, and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 2/6/23) A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that TMP-2562 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields 6. Roundtable The next Finance and Budget Committee meeting will be March 6, 2023 at 4:00 pm. 7.
