The City of Lee's Summit Action Letter Finance and Budget Committee Wednesday, January 4, 2023 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 ***AMENDED AGENDA*** Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Wednesday, January 4, 2023 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 5:00 p.m. on Wednesday, January 4, 2023, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order Chairperson DeMoro called the January 4, 2023 Finance and Budget Committee meeting to order at 4:03 p.m. 2. Roll Call Present: 4 - Councilmember Fred DeMoro Vice Chair Beto Lopez Councilmember Faith Hodges Councilmember Hillary Shields 3. Approval of Agenda A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approve the agenda as published. Business A. 2022-5339 Approval of the December 5, 2022 Finance and Budget Committee Action Letter. A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, to approve the Action Letter dated December 5, 2022. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields B. BILL NO. An Ordinance approving sole source agreement# 2023-038 to KA-Comm, Inc for 23-005 supplier and installer services of emergency vehicle equipment for a one-year term with up to two, one-year renewals and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 1/4/23) A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that TMP-2509 be recommended for approval to the City Council. An Ordinance approving the use of a cooperative contract between the City of 23-023 Kansas City, Missouri and J & D Equipment, Inc., DBA American Equipment Company, to purchase truck equipment, fabrication, and installation services as needed and authorizing the City Manager to execute the same for the City. (F&BC 1/4/23) A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, that TMP-2515 be recommended for approval to the City Council. An Ordinance approving the 2023 Jackson County Board of Election 23-006 Commissioners Poll Contracts for the Lovell Community Center, Harris Park Community Center, Longview Community Center and the Gamber Center, and authorizing the Administrator of Parks and Recreation to execute the same by and on behalf of the City. (F&BC 1/4/23) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2516 be recommended for approval to the City Council. BILL NO. An Ordinance approving Amendment No. 10 to the Budget for the Fiscal Year 23-007 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the full time equivalent positions and amending the Pay and Classification Plan for the City. (F&BC 1/4/23) A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that TMP-2513 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields 6. Roundtable Chairperson DeMoro wished everyone a Happy New Year and he hopes everyone had a great holiday season. Councilmember Shields introduced her new baby boy Felix and said she expects to attend all meetings virtually for a few more weeks. Mrs. Bette Wordelman, Finance Director, informed the committee that the budget process has begun. She introduced the two new budget managers, provided the budget calendar, reported two training sessions have been held with a total of 7 staff and there are a few more sessions coming up. Mrs. Wordelman stated there is a documented policy that is very close to being finalized and pointed out the budget calendar includes committee dates for calendar holds incase those meetings are needed. Those dates may not show on the city calendar unless it is determined they are needed. Mr. Rick Gentry, Budget Manager, briefly reviewed the budget calendar. 7.
