The City of Lee's Summit Action Letter Finance and Budget Committee Monday, December 5, 2022 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, December 5, 2022 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, December 5, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order Chairperson DeMoro called the December 5, 2023 Finance and Budget Committee meeting to order at 4:01 pm. 2. Roll Call Present: 4 - Councilmember Fred DeMoro Vice Chair Beto Lopez Councilmember Faith Hodges Councilmember Hillary Shields 3. Approval of Agenda A motion was made by Councilmember Shields, seconded by Councilmember Hodges, to approve the agenda as published. Business A. 2022-5316 Approval of the November 7, 2022 Finance and Budget Committee Action Letter. A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approved the Action Letter dated November 7, 2022. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields B. BILL NO. An Ordinance repealing the current City of Lee’s Summit Procurement Policy as 22-257 adopted by Ordinance No. 8758, and adopting in lieu thereof a new policy entitled Procurement Policy for the City of Lee’s Summit, Missouri. (F&BC 12/5/22) A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2462 be recommended for approval to the City Council. An Ordinance approving Amendment No. 8 to the budget for the fiscal year 22-258 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, and by amending the full time equivalent positions for Police, Fire, and Water Utilities and establishing a new Pay and Classification Plan for the City. (F&BC 12/5/22) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2478 be recommended for approval to the City Council. An Ordinance approving Amendment No. 9 to the budget for the Fiscal Year 22-259 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures of the Police Department for the City of Lee's Summit, Missouri. (F&BC 12/5/22) A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, that TMP-2481 be recommended for approval to the City Council. Roundtable There was no Committee Round Table. Mrs. Christal Weber, Assistant City Manager, stated the next regularly scheduled meeting is January 2, 2023 which is a holiday. Generally, it would be moved to that Wednesday but asked for confirmation of the next meeting date from the Committee before publishing. Chairperson DeMoro announced the next Finance and Budget Committee meeting is tentatively scheduled for Wednesday, January 4, 2023 at 4:00 pm. 7.
