The City of Lee's Summit Action Letter Finance and Budget Committee Monday, November 7, 2022 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, November 7, 2022 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, November 7, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order Chairperson DeMoro called the November 7, 2022 Finance and Budget Committee meeting to order at 4:00 p.m. 2. Approval of Agenda A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, to approve the agenda as published. Business A. 2022-5238 Approval of the October 3, 2022 Finance and Budget Committee Action Letter. An Ordinance approving Amendment No. 5 to the budget for the fiscal year 22-232 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures for the City of Lee’s Summit, Missouri. A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, that BILL NO. 22-232 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields C. BILL NO. An Ordinance approving Amendment No. 6 to the Budget for the fiscal year 22-233 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the full-time equivalent positions, expenditures, and establishing a new Pay and Classification Plan for the City. A motion was made by Councilmember Shields, seconded by Councilmember Hodges, that BILL NO. 22-233 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields D. BILL NO. An Ordinance approving Amendment No. 7 to the Budget for the fiscal year 22-234 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the Public Safety Sales Tax Fund expenditures for the City. A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that BILL NO. 22-234 be recommended for approval to the City Council. Roundtable Chairperson DeMoro said almost every employee group was mentioned at tonight's meeting and, as the old saying goes, your people are your greatest resource. He stated he appreciates everyone that works for the City of Lee's Summit. The City of Lee's Summit Page 2 Printed on 12/29/2022  Finance and Budget Committee Action Letter November 7, 2022 Mrs. Bette Wordelman, Director of Finance, informed the Committee they will be reviewing the procurement policy at their December 5, 2022 meeting and making some revisions to it. Also, in December at City Council meetings there will be discussions regarding future financing needs. Chairperson DeMoro announced the next Finance and Budget Committee meeting will be held December 5, 2022 at 4:00 p.m. 7.
