The City of Lee's Summit Action Letter Finance and Budget Committee Monday, October 3, 2022 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Special Session on Monday, October 3, 2022 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, October 3, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order Chairperson DeMoro called the October 3, 2022 Finance and Budget Committee meeting to order at 4:00 p.m. 2. Approval of Agenda A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, to approve the agenda as published. Business A. 2022-5178 Approval of the September 7, 2022 Finance and Budget Committee Action Letter. A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, to approve the September 7, 2022 Action Letter. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields B. BILL NO. An Ordinance approving Amendment No. 3 to the budget for the fiscal year 22-200 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451 by amending the full time equivalent positions for the Police Department for the City. (F&BC 10/3/22) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2400 be recommended for approval to the City Council. An Ordinance approving Amendment No. 4 to the budget for the fiscal year 22-201 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451 by amending the full time equivalent positions for the Fire Department for the City. (F&BC 10/3/22) A motion was made by Councilmember Shields, seconded by Vice Chair Lopez, that TMP-2409 be recommended for approval to the City Council. An Ordinance approving a contract between the City and Securitas Security 22-202 Services USA, Inc., to provide court security services as needed and ratifying the City Manager’s execution of the same for the City to allow for expanded spending authority. (F&BC 10/3/22) A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, that TMP-2423 be recommended for approval to the City Council. BILL NO. An Ordinance approving the use of a cooperative contract between Sourcewell 22-203 and Genuine Parts Company dba NAPA Auto Parts, to purchase parts, materials, equipment, and installation services as needed and authorizing the City Manager to execute the same for the City. (F&BC 10/3/22) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2431 be recommended for approval to the City Council. An Ordinance amending Chapter 22, Section 77 of the Code of Ordinances for 22-204 the City of Lee's Summit, Missouri, to change the requirement for alarm system registrations to a one-time registration and remove the registration renewal requirement. (F&BC 10/3/22) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2430 be recommended for approval to the City Council. An Ordinance repealing previous ordinances related to the Schedule of Fees 22-205 and Charges for the City of Lee’s Summit and establishing a new Schedule of Fees and Charges to take effect November 1, 2022 for the City of Lee's Summit, Missouri. (F&BC 10/3/22) A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that TMP-2432 recommended for approval to the City Council. Roundtable Mrs. Bette Wordelman, Finance Director, made the committee aware there will be an ordinance coming before the City Council tomorrow night for the issuance of the last bond authorization of the Public Safety Bond from 2019. Chairperson DeMoro announced the next Finance and Budget Committee meeting is scheduled for November 7, 2022 at 4:00 p.m. 7.
