The City of Lee's Summit Action Letter Finance and Budget Committee Wednesday, September 7, 2022 5:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 AMENDED Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Special Session on Wednesday, September 7, 2022 at 5:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 5:00 p.m. on Tuesday, September 6, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Approval of Agenda A motion was made by Councilmember Shields, seconded by Councilmember Hodges, to approve the agenda as published. Business A. 2022-5099 Approval of the August 8, 2022 Finance and Budget Committee Action Letter. A motion was made by Councilmember Shields, seconded by Councilmember Hodges, to approve the August 8, 2022 Action Letter. The motion carried by the following vote: Aye: 3 - Councilmember DeMoro Councilmember Hodges Councilmember Shields Absent: 1 - Vice Chair Lopez B. BILL NO. An Ordinance approving the award of Bid No. 2023-007 to Staat, Inc. to perform 22-183 masonry repair services and authorizing the City Manager to execute a contract for the same on behalf of the City. (F&BC 9/7/22) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2407 be recommended for approval to the City Council. An Ordinance approving the use of a cooperative contract between Sourcewell 22-184 and The Wilson Group, Inc., to utilize job order contracting services as needed and authorizing the City Manager to execute the same for the City. (F&BC 9/7/22) A motion was made by Councilmember Shields, seconded by Councilmember Hodges, that TMP-2380 be recommended for approval to the City Council. An Ordinance approving the use of a cooperative contract between the City of 22-185 Kansas City, Missouri and Ace Pipe Cleaning, Inc., for sanitary system cleaning services and sludge waste hauling services as needed, and authorizing the City Manager to execute the same for the City. BILL NO. An Ordinance approving the Calendar Year 2023 Employee Benefit Programs; 22-186 approving agreements for services by and between the City of Lee’s Summit, Missouri and Cigna Health and Life Insurance Company, Metropolitan Life Insurance Company, Hartford Life and Accident Insurance Company, CuraLinc, LLC, Navia Benefit Solutions, Inc., and Trustmark Insurance Company, and authorizing the City Manager to execute agreements and other documents as necessary to administer employee benefits for Calendar Year 2023 by and on behalf of the City. An Ordinance authorizing the execution of two grant agreements between the State 22-187 of Missouri, through its Department of Transportation Traffic and Highway Safety Division, and the City of Lee's Summit for the Missouri Highway Safety Program. (F&BC 9/7/22) A motion was made by Vice Chair Lopez, seconded by Councilmember Shields, that TMP-2396 be recommended for approval to the City Council. An Ordinance approving the City of Lee's Summit's participation and membership in 22-188 the Missouri Fire Fighters Critical Illness Trust and Pool, and authorizing the Mayor to execute such documents as may be necessary for the City's participation therein. (F&BC 9/7/22) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2347 be recommended for approval to the City Council. An Ordinance approving the First Amendment to Contract No. 2017-122 authorizing 22-189 a one-year extension for the purchase of aviation fuel from AvFuel Corporation and authorizing the City Manager to Execute the same for the City. An Ordinance approving Amendment No. 4 to the budget for the fiscal year ending 22-201 June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451 by amending the full time equivalent positions for the Fire Department for the City. Roundtable Mrs. Bette Wordelman, Finance Director, spoke regarding a Bond Resolution, Public Hearing for tax levy and a future budget amendment for PSST. 7.
