The City of Lee's Summit Action Letter Finance and Budget Committee Monday, March 6, 2023 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, March 6, 2023 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, March 6, 2023, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Approval of Agenda A motion was made by Councilmember Shields, seconded by Councilmember Hodges, to approve the agenda as published. Business A. 2023-5473 Approval of the February 6, 2023 Finance and Budget Committee Action Letter. A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, to approve the February 6, 2023 Action Letter as presented. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields B. 2023-5474 Review and discussion of current fiscal year revenues and projections. This Discussion Item was received and filed. C. BILL NO. An Ordinance approving Amendment No. 11 to the Budget for the Fiscal Year 23-055 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures to projected year amounts for the City. (F&BC 3/6/23) A motion was made by Councilmember Shields, seconded by Councilmember Hodges, that TMP-2564 be recommended for approval to the City Council. An Ordinance approving Amendment No. 12 to the Budget for the Fiscal Year 23-056 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures for Fire to projected fiscal year amounts for the City. An Ordinance approving Amendment No. 13 to the Budget for the Fiscal Year 23-057 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures to projected year amounts for Municipal Court and the Full Time Equivalent positions for the City. BILL NO. An Ordinance amending Section 32-107, Water Tap Fees, of the Code Of 23-058 Ordinances of the City Of Lee’s Summit, Missouri, regarding water tap fees. (F&BC 3/6/23) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2585 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields G. BILL NO. An Ordinance repealing previous ordinances related to the Schedule of Fees 23-059 and Charges for the City of Lee's Summit and Establishing a New Schedule of Fees and Charges to take effect July 1, 2023 for the City of Lee’s Summit, Missouri. (F&BC 3/6/23) Committee discussions included: - How long the business license fee has been $50 - since 2014 - Business License compliance - proactive enforcement has been implemented with compliance reminders - Administration of a tiered business license system - Current accountability for non-compliance of business licenses Chairperson DeMoro proposed small businesses with $25,000 or less in gross revenues continue to pay a $50 business license fee while business with over $25,000 in gross revenues begin paying $75 for their business license. He also proposed leaving the 5% penalty per month, adding a $100 fine after 12 months if compliance is not met, and removing the 25% cap on penalties. After discussion, it was decided to move ahead with the schedule of fees as presented, with direction to staff to bring back data for a discussion to increase the business license fee to $75 across the board to either a Finance and Budget Committee meeting or to the full City Council, depending on time constraints. A motion was made by Councilmember Shields, seconded by Councilmember Hodges, that TMP-2569 be recommended for approval to the City Council. BILL NO. An Ordinance authorizing the City of Lee's Summit, Missouri to waive the Lee's 23-060 Summit Housing Authority's Payment in Lieu of Taxes for the Authority's fiscal year ended September 30, 2022 in the estimated amount of $33,874.16. (F&BC 3/6/23) A motion was made by Councilmember Hodges, seconded by Councilmember Shields, that TMP-2574 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Vice Chair Lopez Councilmember Hodges Councilmember Shields 6. Roundtable Chairperson DeMoro remarked he enjoyed having their special guest, Councilmember Shields baby boy Felix, in attendance at tonight's meeting. Mrs. Christal Weber reminded everyone the next regularly scheduled Finance and Budget Committee meeting is April 3rd at 4:00 p.m. Chairperson DeMoro reminded everyone there are 2 additional meetings on the schedule in May and June. 7.
