The City of Lee's Summit Action Letter Finance and Budget Committee Monday, April 17, 2023 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Monday, April 3, 2023 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, April 3, 2023, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Approval of Agenda A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, to approve the agenda as published. Business A. 2023-5513 Approval of the March 6, 2023 Finance and Budget Committee Action Letter. A motion was made by Vice Chair Lopez, seconded by Councilmember Hodges, to approve the Action Letter dated March 6, 2023. The motion carried by the following vote: Aye: 4 - Councilmember DeMoro Councilmember Lopez Councilmember Hodges Chairperson Shields B. BILL NO. An Ordinance approving Amendment No. 14 to the budget for the Fiscal Year 23-086 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures for the City. (F&BC 4/17/23) A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that Bill No. 23-086 be recommended for approval to the City Council. An Ordinance approving amendment No. 15 to the budget for the Fiscal Year 23-087 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the full time equivalents for ITS, Fire, Public Works, and Finance, and the Pay and Classification Plan for the City. An Ordinance approving the 2023 Combat Drug Commission LESBI Agreement 23-088 by and between the City of Lee’s Summit, Missouri and Jackson County, Missouri, and authorizing the Mayor to execute the same by and on behalf of the City. (F&BC 4/17/23) A motion was made by Councilmember Hodges, seconded by Vice Chair Lopez, that Bill No. 23-088 be recommended for approval to the City Council. Roundtable Mayor Pro Tem Lopez asked for an update on the budget planning process and dates. Mrs. Bette Wordelman, Finance Director, provided updated information. Chairperson DeMoro requested follow-up information on the city's ability to increase Business License fees. Mr. Ed Rucker, Chief Counsel of Management & Operations, advised against raising the fee due to the Hancock Amendment. Chairperson DeMoro then asked if the city is proactively enforcing business licenses. Mr. Ryan Elam, Assistant City Manager, stated business licenses are part of the proactive enforcement policy but he was not sure how it is being handled in the field. 7.
