The City of Lee's Summit Action Letter Finance and Budget Committee Monday, May 15, 2023 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 **SPECIAL SESSION** Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Special Session on Monday, May 15, 2023 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, May 15, 2023, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order Chairperson DeMoro called the Finance and Budget Committee to order at 4:01 p.m. 2. Roll Call Present: 3 - Councilmember Fred DeMoro Chairperson Hillary Shields Alternate Phyllis Edson Absent: 2 - Councilmember Beto Lopez Councilmember Faith Hodges 3. Approval of Agenda A motion was made by Councilmember Shields, seconded by Alternate Edson, to approve the agenda as published. The motion carried by the following vote: Aye: 3 - Councilmember DeMoro Chairperson Shields Alternate Edson Absent: 2 - Councilmember Lopez Councilmember Hodges 4. Business A. 2023-5587 Approval of the April 17, 2023 Finance and Budget Committee Action Letter. A motion was made by Alternate Edson, seconded by Councilmember Shields, to approve the Action Letter dated April 17, 2023. The motion carried by the following vote: Aye: 3 - Councilmember DeMoro Chairperson Shields Alternate Edson Absent: 2 - Councilmember Lopez Councilmember Hodges B. BILL NO. An Ordinance approving the second amendment to the Master Services 23-102 Agreement between OPG-3 Inc, a Minnesota corporation, and the City of Lee’s Summit to modify the Laserfiche license types and counts available to the City under the agreement, and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 5/15/23) A motion was made by Councilmember Shields, seconded by Alternate Edson, that Bill No. 23-102 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Councilmember DeMoro Chairperson Shields Alternate Edson Absent: 2 - Councilmember Lopez Councilmember Hodges C. 2023-5561 Presentation: City Manager's presentation of General Fund and Public Safety Sales Tax Fund Budgets and Expansions This Presentation was received and filed. 6. Roundtable Councilmember Shields asked for a destination marketing organization update. Mrs. Christal Weber, Assistant City Manager, responded the group will start meeting in a couple of weeks to work on their by-laws to bring before City Council and the Board will be established. They will work with a consultant to bring forward a strategic plan and their business plan. 7.
