The City of Lee's Summit Action Letter Finance and Budget Committee Monday, June 5, 2023 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Special Session on Monday, June 5, 2023 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, June 5, 2023, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Business A. 2023-5683 Approval of the May 15, 2023 Finance and Budget Committee Action Letter. A motion was made by Mayor Pro Tem Lopez, seconded by Vice Chair Lovell, to approve the Action Letter dated May 15, 2023. C. BILL NO. An Ordinance approving Amendment No. 16 to the budget for the Fiscal year 23-121 ending June 30, 2023, as adopted by Ordinance No. 9441, Ordinance No. 9442, Ordinance No. 9449, Ordinance No. 9450, and Ordinance No. 9451, by amending the authorized expenditures for Fire, Finance, and Stormwater Utility for the City. (F&BC 6/5/23) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2665 be recommended for approval to the City Council. An Ordinance approving an amendment to the Procurement Policy to allow the 23-122 Fleet Manager to purchase vehicles from a vendor with whom the City does not have a current contract in place, or where the vendor is not offering a particular vehicle pursuant to the City’s contract as needed, for the City of Lee’s Summit. (F&BC 6/5/23) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2667 be recommended for approval to the City Council. An Ordinance to add eligible jailors and emergency telecommunicators as 23-123 public safety personnel members of the Missouri Local Government Employee Retirement System (LAGERS), pursuant to the provisions of Sections 70.600 through 70.755, RSMo. An Ordinance authorizing the purchase of certain public safety radio equipment 23-124 to enhance redundant capabilities between the police and fire department dispatch centers from Motorola Solutions, INC. in the amount of $228,255.00 and ratifying the city managers execution of the same for all related and necessary documents. (F&BC 6/5/23) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2666 be recommended for approval to the City Council. An Ordinance approving the execution of a memorandum of understanding 23-125 between the Kansas Bureau of Investigation and the City of Lee’s Summit for the use of Midwest High Intensity Drug Trafficking Area Award Funds, and authorizing the Mayor to execute the same on behalf of the City. (DEA Task Force) (F&BC 6/5/23) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2702 be recommended for approval to the City Council. An Ordinance authorizing the execution of an Intergovernmental Agreement 23-126 between the City of Lee's Summit and the Junior College District of Metropolitan Kansas City, Missouri a/k/a Metropolitan Community College for use of its Precision Driving Track/Course. (F&BC 6/5/23) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2678 be recommended for approval to the City Council. An Ordinance approving a cooperative agreement between the City of Lee's 23-127 Summit, Missouri and ICOR Technology Inc. for the purchase of the ICOR Technology’s Caliber Flex Explosives Ordnance Disposal (EOD) Robot and accessories, and authorizing the City Manager to execute the same of on behalf the City. An Ordinance approving an agreement between the City of Lee's Summit, 23-128 Missouri and Collision Forensic Solutions for the purchase of the Leica Geosystems RTC360 HDS 3D Laser Scanner package with accessories and authorizing the City Manager to execute the same of on behalf the City. (F&BC 6/5/23) A motion was made by Councilmember Hodges, seconded by Vice Chair Lovell, that TMP-2703 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lovell Councilmember Hodges Councilmember Lopez K. 2023-5696 Presentation: Investment Portfolio Report for the quarter ended March 31, 2023 This Report was received and filed. 6. Roundtable Mayor Pro Tem Lopez acknowledged the new Committee Chair, and the new Committee Member, and told them they did a great job. Chairperson Shields thanked the Committee Members and staff for their time today. She reviewed some topics she would like the Committee to focus on this year. Those topics were the Fund Balance Policy, the DMO (Destination Marketing Organization) and the Business and Industry Fund and how those funds are going to be used. She asked Committee Members to start thinking about those topics and to submit any topics they would like to discuss. Mrs. Bette Wordelman, Finance Director, asked Chairperson Shields for guidance regarding the committee meeting in July due to the holiday. There was a consensus of the committee to cancel their July meeting. Chairperson Shields then asked Mrs. Wordelman to bring forward the discussion of the Fund Balance at their August meeting. 7.
