The City of Lee's Summit Action Letter Finance and Budget Committee Monday, August 7, 2023 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Special Session on Monday, August 7, 2023 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, August 7, 2023, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Approval of Agenda A motion was made by Alternate Edson, seconded by Councilmember Hodges, to approve the Agenda as published. Business A. 2023-5755 Approval of the June 5, 2023 Finance and Budget Committee Action Letter. A motion was made by Councilmember Hodges, seconded by Alternate Edson, to approve the Action Letter dated June 5, 2023. The motion carried by the following vote: Aye: 3 - Chairperson Shields Councilmember Hodges Alternate Edson Absent: 2 - Vice Chair Lovell Councilmember Lopez B. BILL NO. An Ordinance approving a Sole Source Agreement in form of a Purchase Order 23-154 between the City of Lee's Summit and ASAP Off Road Specialty Vehicles, INC. for the purchase of an advanced life support utility vehicle in the amount of $89,922.00, and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 8/7/23) A motion was made by Alternate Edson, seconded by Councilmember Hodges, that TMP-2734 be recommended for approval to the City Council. An Ordinance approving the award of RFQ 2023-50 for Emergency Dispatch 23-155 Software in the amount of $179,557.00 and ratifying the City Manager's execution of the same for all related and necessary documents. (F&BC 8/7/23) A motion was made by Councilmember Hodges, seconded by Alternate Edson, that TMP-2746 be recommended for approval to the City Council. An Ordinance approving a Sole Source Agreement No. 2024-17 for the purchase 23-156 of license plate reading technology, camera installation and validation through Flock Group, Inc. and authorizing the City Manager to execute the same of on behalf the City. An Ordinance approving Amendment No. 1 to the budget for the Fiscal Year 23-157 ending June 30, 2024, as adopted by Ordinance No. 9704, Ordinance No. 9705, Ordinance No. 9706, Ordinance No. 9707, and Ordinance No. 9708, by amending the Pay and Classification Plan for the City and Full Time Equivalencies for the City. (F&BC 8/7/23) A motion was made by Councilmember Hodges, seconded by Alternate Edson, that TMP-2728 be recommended for approval to the City Council. An Ordinance approving a five year Support and Maintenance Agreement with 23-158 CentralSquare Technologies, LLC, for the acquisition of software, support, and maintenance of the Police Department's Computer Aided Dispatch/Records Management System (CAD/RMS), Mobile platform and WatchGuard Integration Subscription from CentralSquare. (F&BC 8/7/23) A motion was made by Alternate Edson, seconded by Councilmember Hodges, that TMP-2744 be recommended for approval to the City Council. A Resolution in support of the Lee's Summit Police Department's application for 23-22 grant funding from the Missouri Highway Safety Program for Traffic Enforcement. A motion was made by Councilmember Hodges, seconded by Alternate Edson, that 2023-5777 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Shields Councilmember Hodges Alternate Edson Absent: 2 - Vice Chair Lovell Councilmember Lopez H. 2023-5778 Discussion of General Fund Balance Reserve Policy. Staff was asked to bring an update back to the Finance and Budget Committee at their September 6, 2023 meeting. 6. Roundtable Chairperson Shields asked staff for guidance for small businesses trying to navigate the city's bidding system.
