The City of Lee's Summit Action Letter Finance and Budget Committee Monday, April 1, 2024 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet on Monday, April 1, 2024 at 4:00 pm via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. (noon) on Monday, April 1, 2024, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Approval of Agenda A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, to approve the Agenda as published. Business A. 2024-6184 Approval of the March 4, 2024 Finance and Budget Committee Action Letter. A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, to approve the Action Letter dated March 4, 2024. An Ordinance approving Amendment No. 12 to the budget for the Fiscal Year 24-064 ending June 30, 2024, as adopted by Ordinance No. 9704, Ordinance No. 9705, Ordinance No. 9706, Ordinance No. 9707, and Ordinance No. 9708, by amending the authorized expenditures for the City. (F&BC 4/1/24) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2939 be recommended for approval to the City Council. An Ordinance approving the 2024 Combat Drug Commission LESBI Agreement 24-065 by and between the City of Lee’s Summit, Missouri and Jackson County, Missouri, and authorizing the Mayor to execute the same by and on behalf of the City. (F&BC 4/1/24) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2956 recommended for approval to the City Council. An Ordinance authorizing award of Bid No. 2023-059 for the purchase of a fire 24-066 station alerting system for use by the fire department to Westnet, LLC in the amount of $940,321.14 and authorizing the City Manager to enter into an Agreement for the same by and on behalf of the City. An Ordinance approving the award of Contract No. 2024-005-2, to facilitate the 24-067 implementation of the Workday Enterprise Resource program and Human Capital Management solution to AVAAP U.S.A. LLC., and authorizing the City Manager to execute the same for the City. (F&BC 4/1/24) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2958 be recommended for approval to the City Council. An Ordinance approving the award of Contract No. 2024-005-3, to provide the 24-068 installation, training, and integration of the cashiering functions with the Workday Enterprise Resource program to Can/Am technologies, Inc., and authorizing the City Manager to execute the same for the City. (F&BC 4/1/24) A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that TMP-2957 be recommended for approval to the City Council. Roundtable The Committee had a brief discussion on new Committee Members and what effect it will have on the June meeting date. Chairperson Shields announced the next meeting is scheduled for May 6, 2024 at 4:00 p.m. A. 2024-6212 Staff report and update: General Fund Reserve balance -considerations for funding. Mr. Mark Dunning, City Manager, highlighted a few updates to the considerations for funding. -Downtown Market Plaza -Leaves $4 million to invest -Added sidewalk gap program -Found another way to pay for audio/visual upgrades to meeting rooms -Security for downtown events -Browning property This Report was received and filed. 7.
