Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit
will meet on Monday, May 6, 2024 at 4:00 pm via video conference as provided by Section
2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June
15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on
the agenda via video conference may do so by sending a request prior to 12:00 p.m. (noon)
on Monday, May 6, 2024, to the City Clerk at clerk@cityofls.net to attend the meeting on
the video conferencing platform. The City Clerk will provide instructions regarding how to
attend by this method. The meeting may be viewed on the City’s website at WatchLS.net,
and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast
Channel 7).

3. Approval of Agenda
A motion was made by Vice Chair Lovell, seconded by Councilmember Hodges, to approve the
Agenda as published. The motion carried by the following vote:

5. Business
A. 2024-6218 Approval of the April 1, 2024 Finance and Budget Committee Action Letter.
A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, to
approve the Action Letter dated April 1, 2024. The motion carried by the following vote:

B. BILL NO. An Ordinance accepting an Energy Efficiency and Conservation Block Grant
24-081 Agreement for an energy assessment and upgrade of energy systems from the
United States Department of Energy to the City of Lee's Summit, Missouri and
authorizing the Mayor to execute any agreements or other documents for the
same. (F&BC 5/6/24)
A motion was made by Councilmember Hodges, seconded by Vice Chair Lovell, that TMP-2983
be recommended for approval to the City Council. The motion carried by the following vote:

C. BILL NO. An Ordinance amending the Code of Ordinances Section 2-339 Determination
24-085 of Final Average Salary to change the time period used for determining a
member employee’s final average salary from a sixty (60) consecutive-month
period to a thirty-six (36) consecutive-month period with the Missouri Local
Government Employees Retirement System. (F&BC 5/6/24)
(Note: First read by Council on June 4, 2024. Passed by unanimous vote with
one recusal.)
There was a consensus of the committee to post the notice for 45 days and to
then move this forward to City Council for discussion. The committee made
clear the only reason they did not recommend this item for approval is so it will
be brought to City Council on two separate nights as opposed to having first
and second reading on the same night.
A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that
TMP-2987 be forwarded without recommendation to the City Council for discussion. The
motion carried by the following vote:

D. BILL NO. An Ordinance amending the Code of Ordinances Section 2-2. City holidays, to
24-084 add Juneteenth and Veterans Day as official City Holidays. (F&BC 5/6/24)
(Note: First read by Council on June 4, 2024.)
The committee had no objections to adding veterans day as a holiday but some
were not sure about adding Juneteenth. The committee felt this would be better

for the whole council to discuss.
A motion was made by Councilmember Hodges, seconded by Vice Chair Lovell, that TMP-2988
be forwarded without recommendation to the City Council for discussion. The motion carried
by the following vote:

E. 2024-6271 Presentation: Microsoft 365 Presentation
Committee comments included:
-Addressing security needs, this is great
-Moving to teams from zoom is welcome modernization

F. BILL NO. An Ordinance approving a Microsoft Enterprise Agreement Government through
24-082 reseller SHI Corp for a volume licensing program and the purchase of cloud
services and software licenses under one agreement for Microsoft 365, and
authorizing the City Manager to execute the same for the City. (F&BC 5/6/24)
A motion was made by Councilmember Hodges, seconded by Mayor Pro Tem Lopez, that
TMP-2963 be recommended for approval to the City Council. The motion carried by the
following vote:

G. BILL NO. An Ordinance approving the Statement of Work for professional services to
24-083 facilitate the implementation of Microsoft 365 by Converge One, and
authorizing the City Manager to execute the same for the City. (F&BC 5/6/24)
A motion was made by Councilmember Hodges, seconded by Vice Chair Lovell, that TMP-2992
be recommended for approval to the City Council. The motion carried by the following vote:

H. 2024-6238 Presentation: FY25 General Fund and Public Safety Sales Tax Expenditures and
Expansions
The committee asked the following questions:
-Expansion requests, making sure we aren't adding jobs when productivity
could be the issue and doing away with jobs that are no longer needed.
-Reclassifications, are these because additional responsibilities are added to a
position
-Zero difference budget, is the goal to spend every dollar every year
-Property taxes, is there a possibility of that revenue going down
-Balanced budget, from a state statute or the city charter

expenditures and expansions.
