The City of Lee's Summit Action Letter Finance and Budget Committee Monday, November 4, 2024 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet on Monday, November 4, 2024 at 5:00 pm via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. (noon) on Monday, November 4, 2024, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Approval of Agenda A motion was made by Councilmember DeMoro, seconded by Councilmember Carlyle, to approve the Agenda as published. Business A. 2024-6569 Approval of the October 7, 2024 Finance and Budget Committee Action Letter. A motion was made by Councilmember Carlyle, seconded by Mayor Pro Tem Lopez, to approve the Action Letter dated October 7, 2024. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro B. BILL NO. An Ordinance approving a Public Service Agreement between the City of Lee's 24-205 Summit, Missouri and the Lee's Summit Economic Development Council for services to be provided to the City and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 11/4/24) A motion was made by Mayor Pro Tem Lopez, seconded by Councilmember Carlyle, that TMP-3183 be recommended for approval to the City Council. An Ordinance approving the use of a cooperative contract between the City of 24-201 Independence, Missouri and Baysinger’s Uniforms and Equipment to purchase ballistic vests and the associated accessories for the Lee’s Summit Police Department’s Emergency Services Squad in the amount of $107,936.14, and authorizing the city manager to execute all necessary documents on behalf of the city. (F&BC 11/4/24) A motion was made by Councilmember DeMoro, seconded by Councilmember Carlyle, that TMP-3119 be recommended for approval to the City Council. An Ordinance approving an agreement between the City of Lee's Summit and 24-202 the Missouri Department of Public Safety for the City's acceptance of appropriated funds in the amount of $1,500,000 for the planning, design, and construction of an emergency operations facility pursuit to House Bill 2020, Section 20.1.2.3.1, Fiscal Year 2025 and authorizing the Mayor to execute any and all documents on behalf of the City for the same. (F&BC 11/4/24) A motion was made by Councilmember Carlyle, seconded by Councilmember DeMoro, that TMP-3137 be recommended for approval to the City Council. BILL NO. An Ordinance approving the award of Bid No. 2025-024 to Carolina Ground 24-203 Service Equipment Inc. d/b/a Pilot John International for the purchase of one (1) new aircraft tug (eJP-12 Electric Towbarless tug) for the Lee’s Summit Municipal Airport in the amount of $146,501.94, and authorizing the City Manager to enter into an agreement in the form of a purchase order for the same. (F&BC 11/4/24) A motion was made by Mayor Pro Tem Lopez, seconded by Councilmember DeMoro, that TMP-3163 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro F. 2024-6592 FY25 First Quarter Dashboard This Presentation was received and filed. 6. Roundtable Chairperson Shields thanked the Committee and Staff for their work on the PSA's (Public Service Agreements). She then stated staff will be giving an update on the Fund Balance process. Assistant City Manager, Donna Lake, told the Committee that updated numbers for the proposed projects list for the unallocated General Fund Balance over 35% will be brought back before the Committee in December. 7.
