The City of Lee's Summit Action Letter - Final Finance and Budget Committee Monday, December 2, 2024 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet on Monday, December 4, 2024 at 4:00 pm via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. (noon) on Monday, December 4, 2024, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting can be viewed on the City’s YouTube Channel (YouTube.com/@cityofLS), the City’s website (WatchLS.net) and on various cable providers (Spectrum Channel 2 & Comcast Channel 7). 1. Call to Order Chairperson Shields called the December 2, 2024 Finance and Budget Committee meeting to order at 4:00 p.m. 2. Roll Call Present: 4 - Chairperson Hillary Shields Vice Chair Beto Lopez Councilmember Trish Carlyle Councilmember Fred DeMoro 3. Approval of Agenda A motion was made by Councilmember DeMoro, seconded by Councilmember Carlyle, to approve the Agenda as published. Business A. 2024-6614 Approval of the November 4, 2024 Finance and Budget Committee Action Letter. A motion was made by Councilmember Carlyle, seconded by Mayor Pro Tem Lopez, to approve the Action Letter dated November 4, 2024. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro B. BILL NO. An Ordinance approving Amendment No. 3 to the budget for the Fiscal Year 24-216 ending June 30, 2025, as adopted by Ordinances 9936, 9937, 9938, 9939, and 9940, by amending the authorized expenditures for the City. (F&BC 12/2/24) A motion was made by Councilmember DeMoro, seconded by Mayor Pro Tem Lopez, that TMP-3191 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro C. BILL NO. An Ordinance authorizing award of Bid No. 2024-030 for the purchase and 24-217 installation of landscaping rock and lawn irrigation systems for fire stations 4 and 5 to Horizon Lawn and Landscape, LLC in the amount of $87,315.00 and authorizing the City Manager to enter into an Agreement for the same by and on behalf of the City. (F&BC 12/2/24) A motion was made by Mayor Pro Tem Lopez, seconded by Councilmember DeMoro, that TMP-3197 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro D. 2024-6637 Presentation and Continued Discussion: Unassigned General Fund Reserve Balance - considerations for funding Mr. Mark Dunning, City Manager, gave general updates on each proposed project. Chairperson Shields explained she asked staff to reformat the list putting it in order of what is being worked on and adding a notes section. She stated there will be a financial audit in 2025 and it is expected the City will add to the fund balance in 2025. Wait for more information -Gateway Monuments locations, size, upkeep and position on the list of projects since someone has come forward and pledged to help with costs -Market Plaza will be open during the World Cup, pursue ADA (Americans with Disabilities Act) and AV (Audio/Visual) needs There was a consensus of the committee to move the Gateway Monuments project to the "pursue" category. This Discussion Item was received and filed. E. 2024-6640 Report: Investment Portfolio Reports for the quarter ended September 30, 2024 This Presentation was received and filed. 6. Roundtable There were no Roundtable discussions. 7.
