The City of Lee's Summit Action Letter Finance and Budget Committee Wednesday, January 15, 2025 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 ***AMENDED*** Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet on Wednesday, January 15, 2025 at 4:00 pm via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. (noon) on Wednesday, January 15, 2025, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting can be viewed on the City’s YouTube Channel (YouTube.com/@cityofLS), the City’s website (WatchLS.net) and on various cable providers (Spectrum Channel 2 & Comcast Channel 7). 1. Call to Order Chairperson Shields called the January 15, 2025 Finance and Budget Committee meeting to order at 4:06 p.m. 2. Approval of Agenda A motion was made by Councilmember Carlyle, seconded by Mayor Pro Tem Lopez, to approve the Agenda as published. Business A. 2025-6702 Approval of the December 2, 2024 Finance and Budget Committee Action Letter. The motion carried by the following vote: B. 2024-6664 Presentation: Annual Comprehensive Financial Report for the Fiscal Year ended June 30, 2024 by RSM US LLP. This Presentation was received and filed. C. BILL NO. An Ordinance approving Amendment No. 4 to the budget for the Fiscal Year 25-017 ending June 30, 2025, as adopted by Ordinances 9936, 9937, 9938, 9939, and 9940, by amending the authorized expenditures for the City. (F&BC 1/15/25) A motion was made by Councilmember Carlyle, seconded by Mayor Pro Tem Lopez, that TMP-3206 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle D. BILL NO. An Ordinance approving the 2025 Jackson County Board of Election 25-018 Commissioners Poll Contracts for the Lovell Community Center, Harris Park Community Center, Longview Community Center and the Gamber Center, and authorizing the Administrator of Parks and Recreation to execute the same by and on behalf of the City. . (F&BC 1/15/25) A motion was made by Mayor Pro Tem Lopez, seconded by Councilmember Carlyle, that TMP-3209 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle E. BILL NO. An Ordinance approving an agreement between the City of Lee's Summit, 25-019 Missouri and GT Distributors for the purchase of Glock model 45 and 49 firearms with optics, and authorizing the City Manager to execute the same of on behalf the City. (F&BC 1/15/25) A motion was made by Councilmember Carlyle, seconded by Mayor Pro Tem Lopez, that TMP-3208 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle F. BILL NO. An Ordinance approving an agreement between the City of Lee's Summit, 25-020 Missouri and Meridian Rapid Defense Group Sales LLC for the purchase of six Meridian Archer Trailer Kit 1000, three Meridian 8-Barrier Drop Deck Trailers, annual certified training and authorizing the City Manager to execute the same by and on behalf of the City. Roundtable Chair Shields expressed her appreciation to staff for their help with the public safety issues. Mayor Pro Tem shared his appreciation too, as well as expressing his pride in staff on the "clean" audit results. Staff Roundtable: Assistant City Manager Donna Lake said she echoes the comments of the committee members and stated staff will update the General Fund balances as referenced in the audit presentation. 7.
