SPECIAL MEETING OF THE CITY COUNCIL, DECEMBER 29, 2008
Meeting called to order at 7:05 P.M.
Attendance was taken by a roll call vote; all members were present.
The Committee on Records reported that the records through November 24, 2008 were examined and found to be in order. The
records were accepted.
Recessed at 7:06 P.M. to continue the public forum.
Reconvened at 8:12 P.M.
The following COMMUNICATION was received with an EMERGENCY PREAMBLE and referred to the FINANCE
COMMITTEE. Vt. 9 “yeas”. Upon recommendation of the FINANCE COMMITTEE the following COMMUNICATION was
GRANTED and ORDERED. Vt. 9 “yeas”. Councillor Marchand made a ruling as council President so everyone has a chance
to vote on this item. He said if we have disclosure on specific line items we’ll exempt you from that line item so you have the
opportunity to vote on the entire package. Councillor Tocci said she will not be voting on line items for the Department of
Public Works and the Police Department due to a possible conflict of interest. Councillor Nickel said he will not be voting on
the line item for the Fire Department due to a possible conflict of interest.
C-50 EMERGENCY PREAMBLE
Relative to the appropriation of $1,100,000.00 to the FY 2009 Storm Expense Account; same to be transferred
from the Stabilization Fund.
Breakdown is as follows:
Department of Public Works: $ 750,000.00
Police Department: 96,250.00
Fire Department: 65,000.00
Office of Emergency Management: 100,000.00
School Department: 55,400.00
Recreation Department: 28,000.00
Building Department: 5,000.00
Library: 350.00
$1,100,000.00
ORDERED: - that the sum of $1,100,000.00 be appropriated to the FY 2009 Storm Expense Account; same to
be transferred from the Stabilization Fund.

A RECONSIDERATION OF VOTE to override the Mayor’s veto of the following was DEFEATED. VT. 5 “yeas” and 4
“nays”; Councillors Nickel, Freda, Lanciani and Rosa opposed.
In accordance with Section 2-7 of the City Charter – Mayor’s Veto – Reconsideration of Vote – Relative to
amending Chapter 22, Section 22-24 by removing “Mixed Use Development Projects” and inserting in its place
a new Section 22-24 creating “Industrial Mixed Use Overlay Districts” (Small and Large) and modify the Table
of Uses Section 22-26 to reflect said changes.
