ORGANIZATIONAL MEETING OF THE CITY COUNCIL, January 5, 2009 Meeting called to order at 7:45 P.M. Attendance was taken by roll call vote; all members were present. The City Clerk opened nominations for Council President. Councillor Wayne Nickel was nominated by Councillor Lanciani; seconded by Councillor Marchand. Councillor Wayne Nickel was elected Council President by roll call vote. Vt. 9 “yeas”. Council President Wayne Nickel took the chair. Council President Wayne Nickel opened nominations for Vice-President. Councillor James Lanciani, Jr. was nominated by Councillor Tocci; seconded by Councillor Salvatelli. Councillor James Lanciani, Jr. was elected Council Vice-President by roll call vote. Vt. 9 “yeas.” Council President Wayne Nickel moved that Mason’s Rules and the City Council Rules of Procedure be adopted with changes. The Council rules were adopted. Vt. 9 “yeas.” (See next page) Changes are as follows: Rule 3 The President of the City Council may appoint additional members of the Council to a standing committee to serve as consulting members. Such consulting members shall not be voting members and shall not serve as chairman or clerk of the standing committee. Rule 7 At any meeting of a standing committee, there shall also be posted notice of a meeting of a “Committee of the Whole” which shall consist of the entire membership of the City Council. In the event that less than a quorum of the City Council is present at such time, no committee of the whole shall take place. In the event that a quorum of the City Council is present at such time, the meeting shall proceed as a joint meeting of the standing committee and the committee of the whole, and the minutes shall reflect that a joint meeting took place. The chairman or acting chairman of the standing committee shall also serve as the chair of the committee of the whole at such joint meetings, unless the committee of the whole determines otherwise. Rule 11 Mason’s Manual of Legislative Procedure shall govern in modes of proceeding not otherwise provided for. Councillor President Wayne Nickel distributed the Committees for 2009.
