Opening ceremonies: Planning Commission Chairman, Alan Paystrup, called the meeting to order at 7:00 PM. A Quorum was present. Those in attendance: Planning Commission Chairman: Alan Paystrup Planning Commissioner: Christine Carrigan Alternate Planning Commissioner: Taryn Brooks Planning Commission Secretary: Susan Kendall Absent: Commissioner Barbara Anderson Also in Attendance: No other people were present Prayer: Given by Planning Commissioner: Alan Paystrup Pledge of Allegiance: Led by Alternate Planning Commissioner: Taryn Brooks 2. Action items: Minutes were read for approval for June 1, 2022 Regular Planning Commission Mtg. Taryn Brooks made a motion to approve the minutes. Christine Carrigan seconded the motion. Minutes for the meeting were unanimously approved. Accessory Dwelling Unit Ordinance #16.10.100 changes. The planning commission read through the latest revision which included changes made in the June 1st meeting. Taryn requested that we add (abbreviated as: IADU) at the beginning of the code and in the definitions. Alan and Christine agreed and the changes was made. Taryn made the motion to present the ordinance at a Town Hearing to be scheduled for July 6, 2022. Christine seconded the motion. Alan, Christine and Taryn all voted to approve the motion. Multi Family Dwelling Unit Ordinance #16.10.110 changes. The planning commission read through the latest revision which included changes made in the June 1st meeting. The commissioners found a couple of punctuation errors which were corrected. Taryn made the motion to present the ordinance at a Town Hearing to be scheduled for July 6, 2022. Christine seconded the motion. Alan, Christine and Taryn all voted to approve the motion. Sign Ordinance # 16.38.010 to 16.38.110 Amendment. The commission discussed briefly the proposed changes in the sign ordinance to address electronic sign stipulations. They discussed the proposed wording: “Electronic signs must be static with no moving parts.” Alan felt they should not rush the process, but take the time necessary to get it right. Taryn and Christine were in agreement. They felt that research should be done to see what other towns are doing with their sign ordinances with regards to electronic signs. Sue will contact towns and cities and give feedback at the next meeting. Alan Paystrup proposed that The Planning Commission hold a Public Hearing July 6, 2022 at 6:30 to present amendments to the Accessory Dwelling Unit Ordinance #16.10.100, and the Multifamily Dwelling Units Ordinance # 16.10.110. Taryn made the motion and Christine seconded the motion. It was put to a vote. The vote was as follows: Planning Commission Chairman: Alan Paystrup Yes Planning Commissioner: Barbara Anderson Absent Planning Commissioner: Christine Carrigan Yes Alternate Commissioner: Taryn Brooks Yes Voting was Unanimous 3. Reports 4. Discussion Items Alan wanted everyone to know that he would be out of town the weekend before the July 6th hearing and regular monthly Planning Commission Meeting. He is planning to be back in time for the meetings on the 6th, but in case he doesn’t make it back in time, Barbara Anderson has volunteered to conduct the meetings. Alan and Sue explained to Christine and Taryn that the subdivision ordinance will stand as approved by the Town Council. There had been some concern that the Assurance Requirements for Improvements might be too high but in researching State Code, and conferring with the Nephi City Planner it has been determined that our subdivision is in accordance with the State Code. Therefore, no further changes are necessary. 5. Adjourn Alternate Commissioner Taryn Brooks made the motion to adjourn. The motion was seconded by Commissioner Christine Carrigan. All were in favor.
