Meeting was called to order by Chairman Alan Paystrup at 7:00 P.M. A Quorum was present Those in Attendance: Planning Commission Chairman: Alan Paystrup Commissioners: Barbara Anderson, Christine Carrigan Back up Commissioner: Mayor Bruce Rowley Acting Secretary: Justin Thomas Others in Attendance: Carol Bennett, Trent and McKenzie Stowell 1. Opening Business: Welcome by Alan Paystrup Prayer by Alan Paystrup Pledge of Allegiance by Barbara Anderson 2. Action Items: Approval of past Minutes: October 5, 2022 Planning Commission Meeting Minutes A few corrections were made to the minutes. Barbara Anderson then made a motion to pass the minutes for both meetings. Christine Carrigan seconded the motion. All were in agreement. 3. Reports: Jones Homes, LLC [Messersmith home] – New home Sharon Huntsman – Re-Roof Permit The commissioners answered questions from the town office staff about when a re-roof permit might need to be inspected. 4. Discussion Items: Trent Stowell Property – Trent and McKenzie Stowell presented a slide show proposal about building a home on their property without extending the paved road frontage. They would utilize a private lane that would run through their property and the adjacent Stowell family property. Mayor Rowley asked what the width of the private and lane would be and wondered if emergency vehicles would have room for access and turn around. Chairman Paystrup said that he understood the request and it gave him a lot to think about. In the past the town has required a 99’ paved road with a hammerhead. He noted that another property owner who wanted to build on a lot along the same unimproved road would need to have it paved to secure a building permit from the town. The commission asked if there would still be ½ acre on the existing Stowell family lots if the private lane started on the back of one those properties. Trent said that they would still be at least ½ acre. The commissioners agreed to consider the proposal but said they couldn’t make a decision without more research and input from the Town Council. Notice of Intent to File Annexation Petition: The commission discussed an intent to file annexation petition. There was a review to be sure the property owners received the most recent annexation packet. Alan said the property requesting annexation was two potential building lots and would be required to provide the 1.5 acres of culinary water per buildable lot. Setbacks requirements and markers were discussed. Other items: Mayor Rowley advised the commission that the town is getting a property survey of the properties on the northeast side of town where there are issues with fences and property lines. 5. Adjourn: Barbara Anderson made the motion to adjourn. Christine Carrigan seconded the motion. All agreed. Meeting adjourned at 8:33pm. ___________________________ Christine Carrigan, Town Clerk
