Opening ceremonies: The meeting was called to order at 7:00 PM by Mayor Corey Christensen. All present were welcomed. The invocation was offered by Councilmember Jesse Richmond. The Pledge of Allegiance was led by Councilmember Taryn Brooks. Town Officials present: Mayor Corey Christensen and Councilmembers Ray Evans, Bruce Rowley, Jesse Richmond, and Taryn Brooks. Town Staff present: Town Clerk Elizabeth Hone. Others present: Alan Paystrup, Barbara Anderson, and Rebecca Dopp (Times-News). 2. Discussion Items: a. Mayor Christensen said that he would like to move forward with having Daryl Penrod fix the 2 monuments that were off with the Town Survey. These are at 300 S. & 200 E. and 300 S. & 300 E. intersections. It will cost $600 to have the survey updated. All the council felt fine about having that done. 3. Action Items: a. Annexation Ordinance that adopts the Annexation Policy Plan – Ordinance No. 16.40.1 Councilmember Bruce Rowley made the motion, seconded by Councilmember Taryn Brooks, to adopt the Annexation Policy Plan by Ordinance No. 16.40.1. The vote was as follows: Mayor Corey Christensen Yes Councilmember Ray Evans Yes Councilmember Bruce Rowley Yes Councilmember Jesse Richmond Yes Councilmember Taryn Brooks Yes Motion carried. Fee Schedule for Annexation fees – Resolution No. 09082021-01 Councilmember Jesse Richmond made the motion, seconded by Councilmember Bruce Rowley, to pass Resolution No. 90082021- 01 which sets the fees for annexation. All council members were in favor. Motion Carried. c. Mutual Aid Agreement for Electrical Power Systems in the Event of an Emergency – Resolution No. 09082021-02 Councilmember Bruce Rowley made the motion, seconded by Councilmember Taryn Brooks to pass Resolution No. 09082021- 02 known as the Mutual Aid Agreement. All were in favor. Motion carried. d. Stock Water Connections: Councilmember Bruce Rowley made the motion, seconded by Councilmember Jesse Richmond, to move forward with terminating stock water connections out of town. All present were in favor. Motion carried. 4. Mayor/Council Member/Department/Committee Reports: a. Mayor/Council Members: Bruce Rowley reported that the building at the splash pad was finished and the camera was available for use somewhere else. The grass still needed to be put in around the pad but that was being worked on. b. Planning Commission: None c. Committee: None d. Other: There were two applicants for the animal control officer position. The mayor will be looking those applications over. Approval of Minutes – August 18, 2021 – Regular Session Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks, to approve the minutes from the regular session dated August 18, 2021. All council members present were in favor. Motion carried. b. Approval of Claims Councilmember Taryn Brooks made the motion, seconded by Councilmember Bruce Rowley, to approve the Claims dated 8/01/2021 to 8/31/2021. All council members were in favor. Motion carried. c. Approval of Payroll Comparison Report Councilmember Jesse Richmond made the motion, seconded by Councilmember Taryn Brooks, to approve the Payroll Comparison Report dated 7/01/2021 to 8/31/2021. All council members were in favor. Motion carried. d. Approval of Final Cash Receipts Report Councilmember Jesse Richmond made the motion, seconded by Councilmember Ray Evans, to approve the Cash Receipts Report dated 7/1/2021 to 7/31/2021. All council members were in favor. Motion carried. e. Review of Tentative Cash Receipts Report The council reviewed the Cash Receipts Report dated 8/01/2021 to 8/31/2021. f. Budget Report Review The council reviewed the budget report for 7/01/2021 to 8/31/2021. 6. Adjourn: Councilmember Ray Evans made the motion, seconded by Councilmember Jesse Richmond, to adjourn.
