Opening ceremonies: The meeting was called to order at 7:01 PM by Mayor Corey Christensen. All present were welcomed. The invocation was offered by Councilmember Bruce Rowley. The Pledge of Allegiance was led by Councilmember Ray Evans. Town Officials present: Mayor Corey Christensen and Councilmembers Ray Evans, Bruce Rowley and Taryn Brooks. Councilmember Jesse Richmond was absent. Town Staff present: Heather Poulsen, Town Deputy Clerk Others present: Rebecca Dopp (Times-News), Drake Underwood (Juab County Sheriff’s Office), Alan Paystrup 2. Discussion Items: a. Splash pad benches and trash receptacles-Councilmember Taryn Brooks reported that there is not enough room on the edges of the splash pad to put the benches that the town was planning on ordering. She was wondering how many benches the town would like to order and where they would like to place them. It was decided that the town would wait until spring to order the benches. They would like to order 6 benches. They will place 2 benches together on a concrete slab that is far enough out from the splash pad that the town groundskeepers can mow around them. They will be 2 on each side of the splash pad except for the side with the utility shed housing the splash pad equipment. Equaling 6 benches total. One of the concrete pads will be slightly bigger than the others so that a trash receptacle can be placed next to the benches. The other trash receptacle will be placed over by the playground. Sanders Auto Sales would like to move his used cars, trailers, ATV’s, UTV’s, and Motorcycle shop to his property on main street. The council said they could not foresee any reason why they wouldn’t approve a business license for Sanders Auto Sales once he got everything in order. c. Mayor Christensen asked Sheriff Underwood if there was anything he needed. Underwood asked if the town had a noise ordinance sign for semi-truck drivers using engine brakes on the north end of town. He had noticed them being used a lot. The council members thought there was one or at least there used to be one. Underwood said he would look into it. 3. Action Items: a. Primary Election Official Canvass Mayor Christensen read the results of the primary election. The results were as follows. Registered Voters-Total—616 Ballots Cast---301 Voter turnout – 49% Rachelle A. Baxter – 11 Bruce C. Rowley – 108 Cassi Richmond – 29 Steve Hone – 61 Garrick A. Hall – 74 The two Mayoral candidates that will move on to the General Election are Bruce C. Rowley and Garrick A. Hall. The Town Council accepted the results and all signed the letter. b. General Plan Approval Deputy clerk Heather Poulsen showed the council members a couple of minor changes that had been made to the plan since they had seen it. Councilmember Bruce Rowley made the motion to accept the general plan. It was seconded by Council member Taryn Brooks. Stock water-The Mayor said the town council wasn’t ready to discuss this and requested it be put on next month’s agenda. 4. Mayor/Council Member/Department/Committee Reports: a. Mayor/Council Members: None b. Planning Commission: None c. Committee: None d. Other: It was reported that the splash pad was all cleaned up after the vandalism. 5. Council Business: a. Approval of Minutes – July 14, 2021 – Regular Session Councilmember Bruce Rowley made the motion, seconded by Councilmember Ray Evans, to approve the minutes from the regular session dated July 14, 2021. All council members present were in favor. Motion carried. b. Approval of Claims Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks, to approve the Claims dated 7/01/2021 to 7/31/2021. All council members present were in favor. Approval of Payroll Comparison Report Councilmember Bruce Rowley made the motion, seconded by Councilmember Ray Evans, to approve the Payroll Comparison Report dated 6/01/2021 to 7/31/2021. All council members present were in favor. Motion carried. d. Approval of Final Cash Receipts Report Councilmember Taryn Brooks made the motion, seconded by Councilmember Ray Evans, to approve the Cash Receipts Report dated 6/1/2021 to 6/30/2021. All council members present were in favor. Motion carried. e. Review of Tentative Cash Receipts Report The council reviewed the Cash Receipts Report dated 7/01/2021 to 7/31/2021. f. Budget Report Review The council reviewed the budget report for 7/01/2021 to 7/31/2021. 6. Adjourn: Councilmember Taryn Brooks made the motion, seconded by Councilmember Bruce Rowley, to adjourn. All council members present were in favor.
