Levan Town Council Meeting
October 13, 2021
7:00 P.M.
1. Opening ceremonies:
The meeting was called to order at 7:01 PM by Mayor Corey Christensen.
All present were welcomed. The invocation was offered by
Councilmember Taryn Brooks. The Pledge of Allegiance was led by
Councilmember Jesse Richmond.
Town Officials present: Mayor Corey Christensen and Councilmembers
Bruce Rowley, Jesse Richmond, and Taryn Brooks.
Town Staff present: Town Deputy Clerk Heather Poulsen.
Others present: Rebecca Dopp (Times-News), Drake Underwood (Juab
County Sherriff’s Office), Kodey Hughes (Juab School District
superintendent, Garrick Hall
2. Discussion Items:
a. Superintendent Dr. Kodey Hughes introduced himself and
explained some of his goals as superintendent. He is focused on
getting kids back on track after everything that happened last
year with Covid. He is also focused on getting a safety plan in
place. The council was then given the opportunity to ask any
questions or express any concerns they had. The council had
questions about busing and getting an elementary school back in
Levan.
b. The Town Council agreed to move the November council meeting
back to November 10th to canvass the election.
3. Action Items:
a. Joel Sanders, Sanders Auto Sales business license
Councilmember Taryn Brooks made the motion to approved Joel
Sanders business license for a used auto dealer on main street.
Councilmember Bruce Rowley seconded the motion. All
councilmembers were in favor.
Motion Carried.
b. Temporary Land Use Ordinance that puts a six-month
moratorium on subdivisions – Ordinance No. 10132021-01

Councilmember Jesse Richmond made the motion, seconded by
Councilmember Bruce Rowley, to adopt the Six-Month Subdivision
Moratorium by Ordinance No. 10132021-01. The vote was as follows:
Mayor Corey Christensen Yes
Councilmember Ray Evans Absent
Councilmember Bruce Rowley Yes
Councilmember Jesse Richmond Yes
Councilmember Taryn Brooks Yes
Motion carried.
4. Mayor/Council Member/Department/Committee Reports:
a. Mayor/Council Members: None
b. Planning Commission: None
c. Committee: None
d. Other: Council member Taryn Brooks wants to apply for CBDG
Grant funding for park improvements. She needed to know what
the council’s priorities were on park improvements. Baseball
diamond, fencing, wall, and shade trees were all mentioned.
Payson is getting rid of their old bleachers next week and Taryn
was going to try and pick up some of those if possible.
5. Council Business:
a. Approval of Minutes – September 8, 2021 – Regular Session
- September 8, 2021 – Public Hearing
Councilmember Bruce Rowley made the motion, seconded by
Councilmember Jesse Richmond, to approve the minutes from the
regular session dated September 8, 2021 as well as the public
hearing minutes dated September 8, 2021. All council members
present were in favor. Motion carried.
b. Approval of Claims
Councilmember Taryn Brooks made the motion, seconded by
Councilmember Bruce Rowley, to approve the Claims dated
9/01/2021 to 9/30/2021. All council members were in favor.

c. Approval of Payroll Comparison Report
Councilmember Jesse Richmond made the motion, seconded by
Councilmember Bruce Rowley, to approve the Payroll Comparison
Report dated 8/01/2021 to 9/30/2021. All council members
were in favor. Motion carried.
d. Approval of Final Cash Receipts Report
Councilmember Taryn Brooks made the motion, seconded by
Councilmember Jesse Richmond, to approve the Cash Receipts
Report dated 8/1/2021 to 8/31/2021. All council members were
in favor. Motion carried.
e. Review of Tentative Cash Receipts Report
The council reviewed the Cash Receipts Report dated 9/01/2021
to 9/30/2021.
f. Budget Report Review
The council reviewed the budget report for 7/01/2021 to
9/30/2021.
6. Adjourn: Councilmember Taryn Brooks made the motion, seconded by
Councilmember Bruce Rowley, to adjourn. All council members were in
favor. The meeting adjourned at 7:54 PM.
