Councilmember Jesse Richmond came late. Councilmember Ray Evans was absent. Town Staff present: Town Deputy Clerk Heather Poulsen Others present: Rebecca Dopp (Times news) came about ¾ of the way through the meeting Welcome: Mayor Corey Christensen opened the meeting and welcomed all present at 5:34 PM. Mayor Christensen then offered the prayer. Approval of Minutes: Town Council Work Session -September 8, 2021 Town Council Work Session -September 15, 2021 Councilmember Bruce Rowley made the motion, seconded by Councilmember Taryn Brooks, to approve the Town Council Work Session minutes dated September 8, 2021 and September 15, 2021. All council members present were in favor. Motion carried. Discussion Items: 1. Accessory Dwelling Units: The council members and deputy clerk read through the Accessory Dwelling Unit code that the Planning Commission put together. The council decided that they didn’t want applicants to have to obtain a conditional use permit in order to have an ADU. They also wanted the wording changed so that when an ADU is approved by the town council the applicant should file a one-time affidavit of owner occupancy with the county recorder. It is the applicant’s financial responsibility to file the affidavit. 2. Subdivision Moratorium: There have been inquiries about subdividing property and making subdivisions. Due to the fact that the town does not have sufficient water for the lots already divided in town it was suggested by Levan Town Council Work Session October 13, 2021 Page 1 of 2  20 North Main * PO Box 40 Levan Town Levan, UT 84639 Phone (435) 623-1959 Fax (435) 623-2730 the Utilities Manager to put a six-month moratorium on subdivisions so the town could work out what to do about the water situation. The council felt like a moratorium was a good idea. 3. Rodeo: Council Member Taryn Brooks wanted to discuss the future of the Levan Rodeo. Due to the fact that Tate Shepherd and Kylee Urie, who have overseen the Levan Rodeo in the past, will no longer be able to do it. The town will need to make some decisions as to whether or not they want to keep the rodeo going at the size it is, downsize it, or keep it at all? The council felt like some of these decisions would depend on if someone could be found to run the rodeo. They asked that it be put on Facebook and the town website that a volunteer was needed to head up the rodeo. They also asked that town employee Jessica Shepherd come to the next work session and give her opinions on the rodeo because she had volunteered with the rodeo a lot. 4. Park Rules and Signage: The Council decided that they did not want any overnight camping at the park and that park rental should be cheaper for residents than non-residents. The council also discussed dogs. They weren’t sure if they wanted dogs allowed as long as they were on a leash or not at all. They definitely do not want dogs on the playground or the splash pad. Adjournment: Councilmember Bruce Rowley made the motion, seconded by Councilmember Taryn Brooks, to adjourn. All members present were in favor.
