Opening ceremonies: The meeting was called to order at 7:05 PM by Mayor Corey Christensen. All present were welcomed. The invocation was offered by Councilmember Jesse Richmond. The Pledge of Allegiance was led by Councilmember Taryn Brooks. Town Officials present: Mayor Corey Christensen and Councilmembers Ray Evans, Jesse Richmond, and Taryn Brooks. Councilmember Bruce Rowley was absent. Town Staff present: Town Clerk Elizabeth Hone and Utilities Supervisor Jason Worwood Others present: Rebecca Dopp (Times-News). Kevin Garlick and Dave Berg attended remotely for the last part of the regular session after the closed portion. 2. Discussion Items: a. None 3. Action Items: a. Business License – Good to Go Stores, LLC Councilmember Ray Evans made the motion, seconded by Councilmember Jesse Richmond, to approved the business license for Good to Go Stores, LLC. All council members present were in favor. Motion carried. b. Local Consent for Off-Premise Beer Retailer License. Councilmember Jesse Richmond made the motion, seconded by Councilmember Ray Evans, to grant local consent for Good to Go, LLC for their application to the State for an Off-Premise Beer Retailer License. All council members present were in favor. Motion carried. Accessory Dwelling Units – Ordinance No. 16.10.100 Councilmember Taryn Brooks made the motion, seconded by Councilmember Jesse Richmond, to adopt the Accessory Dwelling Units Ordinance No. 16.10.10. Multi-family Dwellings Ordinance No. 16.10.110 Councilmember Jesse Richmond made the motion, seconded by Councilmember Taryn Brooks, to adopt the Multi-family Dwelling Units Ordinance No. 16.10.110. Planning Commission Organization Ordinance No. 16.060.010 Councilmember Taryn Brooks made the motion, seconded by Councilmember Ray Evans, to adopt the Planning Commission Organization Ordinance No. 16.060.010. Building Permits, Certificates, Reviews, and Fees Ordinances No. 16.05.010 and No. 16.05.020 Councilmember Ray Evans made the motion, seconded by Councilmember Jesse Richmond, to adopt the Building Permits, Certificates, Reviews, and Fees Ordinances No. 16.05.010 and No. 16.05.020. The vote was as follows: Corey Christensen Yes Bruce Rowley Absent Ray Evans Yes Jesse Richmond Yes Taryn Brooks Yes Motions carried. g. 2020 General Municipal Election Canvass Councilmember Taryn Brooks made the motion, seconded by Councilmember Ray Evans, to approve the General Election canvass which was as follows: 2021 General Election held in Levan Town November 2, 2021. Registered Voters-Total—642 Ballots Cast---315 Voter turnout – 49% Mayoral Candidates: Bruce C. Rowley – 188 Garrick A. Hall – 126 Council member Candidates: Ray Evans – 245 Chris Webb – 196 John Guerra – 98 The winner of the Mayoral Election is Bruce C. Rowley. The winners of the Council member Election are Ray Evans and Chris Webb. Mayor/Council Members: Councilmember Ray Evans reported that JRDA is still waiting for the Scale House to be finished by the construction company. b. Planning Commission: None c. Committee: None d. Other: 5. Council Business: a. Approval of Minutes – October 13, 2021 – Regular Session Councilmember Taryn Brooks made the motion, seconded by Councilmember Jesse Richmond, to approve the minutes from the regular session dated October 13, 2021. All council members present were in favor. Motion carried. b. Approval of Claims Councilmember Jesse Richmond made the motion, seconded by Councilmember Taryn Brooks, to approve the Claims dated 10/01/2021 to 10/31/2021. All council members were in favor. Motion carried. c. Approval of Payroll Comparison Report Councilmember Ray Evans made the motion, seconded by Councilmember Jesse Richmond, to approve the Payroll Comparison Report dated 9/01/2021 to 10/31/2021. All council members were in favor. Motion carried. d. Approval of Final Cash Receipts Report Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks, to approve the Cash Receipts Report dated 9/1/2021 to 9/30/2021. All council members were in favor. Motion carried. e. Budget Report Review The council reviewed the budget report for 7/01/2021 to 10/31/2021. 6. Closed Session to hold a strategy session to discuss reasonably imminent litigation: At 7:22 pm, Councilmember Jesse Richmond made the motion, seconded by Councilmember Taryn Brooks to move to closed session. All council members present were in favor. Council moved to closed session. 7. Return from Closed Session: At 8:15 pm the council return to the regular session. 8. Appreciation: Kevin Garlick wanted to express appreciation to Mayor Corey Christensen for serving of the Board of UMPA. Mayor Christensen was recognized for his great work. Mr. Garlick said that he was really glad to know him and wanted to recognize him publicly for his work. He also expressed his feeling that Jason Worwood, Utility Supervisor, was a great asset to the town. Mayor Christensen thanked him. 9. Adjourn: Councilmember Taryn Brooks made the motion, seconded by Councilmember Ray Evans, to adjourn. All council members present were in favor.
