Opening ceremonies: The meeting was called to order at 7:02 PM by Mayor Bruce Rowley. All present were welcomed. The invocation was offered by Councilmember Ray Evans. The Pledge of Allegiance was led by Councilmember Taryn Brooks. Town Officials present: Mayor Bruce Rowley and Councilmembers Ray Evans and Taryn Brooks. Councilmember Chris Webb was absent. Town Staff present: Town Clerk Heather Poulsen Others present: Myrna Trauntvein (Times-News), Jerry Mangelson, Marilyn Mangelson, Michael Royce, Kady Rowley, Barbara Finlinson, Rust Finlinson, Marvin Kenison, Charlene Washer, Mike Lloyd, Dan Green, Virginia Green, Lesa Evans, Corey Christensen, Conner Hooper, Chad Poulsen, Lizzie Poulsen, Elia Brooks, Tyler Faddis, Amelia Brooks. 2. Discussion Items: a. None 3. Action Items: a. Mayor Bruce Rowley expressed thanks to former councilmember Jesse Richmond and former Mayor Corey Christensen for their service to the town. He then presented them with plaques for their service. b. Judge Barbara Finlinson performed the Oath of Office for the newly Elected Officials and new Town Clerk. • Bruce Rowley, Mayor • Ray Evan, Council member • Heather Poulsen, Town Clerk c. Emilee Eyre turned in an application for a business license for the Old Barn Storage Units. Councilmember Taryn Brooks seconded the motion and all were in favor. d. On November 10, 2021 the town council made the decision to send a letter to the Levan Irrigation Company terminating the 1985 Electric Power Agreement. Councilmember Taryn Brooks made the motion to ratify that decision. The vote was as follows Bruce Rowley Yes Ray Evans Yes Chris Webb Absent Taryn Brooks No The majority voted yes so the motion carried. (Councilmember Taryn Brooks stated after the meeting that she was confused by the word ratify and thought that it meant change. She said she is in favor of sending the letter to the irrigation) 4. Approval of Minutes: December 15, 2021 – regular Session Councilmember Taryn Brooks made the motion, seconded by Councilmember Ray Evans, to approve the minutes from the Regular session dated December 15, 2021. All council members present were in favor. Motion carried. b. Approval of Claims Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks, to approve the Claims dated 12/01/2021 to 12/31/2021. All council members present were in favor. Motion carried. c. All council members present were in favor. Motion carried. d. Approval of Final Cash Receipts Report Councilmember Taryn Brooks made the motion, seconded by Councilmember Ray Evans, to approve the Cash Receipts Report dated 11/1/2021 to 11/30/2021. All council members present were in favor. Motion carried. e. Review of Tentative Cash Receipts Report The council reviewed the Cash Receipts Report dated 12/01/2021 to 12/31/2021. f. Budget Report Review The council reviewed the budget report for 7/01/2021 to 12/31/2021. 6. Adjourn: Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks, to adjourn. All council members present were in favor.
