Opening ceremonies: The meeting was called to order at 6:59 PM by Mayor Bruce Rowley. All present were welcomed. The invocation was offered by Councilmember Taryn Brooks. The Pledge of Allegiance was led by Councilmember Bruce Rowley. Town Officials present: Mayor Bruce Rowley and Councilmembers Ray Evans, Chris Webb, Amy Lowe, and Taryn Brooks. Town Staff present: Town Clerk Heather Poulsen and Treasurer Stephanie Wood. Others present: Juab County Planning Commissioner Marvin Kenison, Vejar Rutkevieiur, and Barrett Brooks 2. Discussion Items: Mayor Bruce Rowley turned the time over to Juab County Planning Commissioner Marvin Kenison. Marvin wanted to let the Town Council know that the Juab County Planning Commission wanted to be more involved and would be glad to help if they ever needed anything. Council Member Taryn Brooks had some concerns about subdivisions in the county. Marvin reassured her that there are certain requirements that have to be met before someone can build a subdivision in the county. He also explained that if land is pledged for a building site it can no longer be pulled after the home is built and pledged for a different site. Marvin also explained that with all the home growth going on in Juab County they would like to encourage industrial and commercial as well. There is talk, in the early stages, of building a meat packing plant out by Kuhni’s and an inland port by the railway line. However, they want to work with Levan on growth zones so that any growth located in the areas Levan would prefer it to be. They are also working with CUP to get water brought down from up north but Levan wouldn’t see any of that because it is too expensive to bring across the ridge. 3. Resolution No. 02092022-01 which sets the Cable Service Packages and Rates rate for Levan Town. The town is getting charged more for the programming costs so they needed to updated their fees. Councilmember Ray Evans made the motion, seconded by Councilmember Chris Webb, to adopt Resolution No. 02092022-01. The vote was as follows: Bruce Rowley Yes Ray Evans Yes Taryn Brooks Yes Chris Webb Yes Amy Lowe Yes Motion carried. 4. Mayor/Council Member/Department/Committee Reports: a. Mayor/Council Members: Councilmember Ray Evans reported that the JRDA is progressing with the transfer station. Marvin Kenison said they were hoping to have the rates set in March. They wanted to keep the rates low but they will have to go up because they had to build the transfer station. b. Office Issued Permits Report: i. Building permits: Jeffrey Shepherd received a permit to remodel his kitchen ii. Business License: None c. Planning Commission: None d. Committee: None e. Other: None 5. Council Business: a. All council members present were in favor. Motion carried. -January 17, 2022- Special Session Councilmember Ray Evans made the motion, seconded by Councilmember Taryn brooks, to approve the minutes from the Special Session dated January 17, 2022. All council members present were in favor. Motion carried. b. Approval of Claims Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks, to approve the Claims dated 1/01/202 to 1/31/2022. All council members present were in favor. Motion carried. c. Approval of Payroll Comparison Report Councilmember Taryn Brooks made the motion, seconded by Councilmember Ray Evans, to approve the Payroll Comparison Report dated 12/01/2021 to 1/31/2022. All council members present were in favor. Motion carried. d. Approval of Final Cash Receipts Report Councilmember Ray Evans made the motion, seconded by Councilmember Chris Webb, to approve the Cash Receipts Report dated 12/1/2021 to 12/31/2021. All council members present were in favor. Motion carried. e. Review of Tentative Cash Receipts Report The council reviewed the Cash Receipts Report dated 1/01/2022 to 1/31/2022. f. Budget Report Review The council reviewed the budget report for 7/01/2021 to 1/31/2022. Adjourn: Councilmember Taryn Brooks made the motion, seconded by Councilmember Ray Evans, to adjourn. All council members present were in favor.
