Councilmember Chris Webb attended virtually. Town Staff present: Town Clerk Heather Poulsen, Treasurer Stephanie Wood, and Utilities Supervisor Jason Worwood. Others present: Dave Berge from DBC Consulting and Kevin Garlick from UMPA attended virtually Welcome: Mayor Bruce Rowley opened the meeting and welcomed all present at 6:04 PM. Approval of Minutes: None Discussion Items: 1. Electric rate study by Dave Berg Consulting: Dave Berg explained different aspects of the electric rate study he is doing for the town. Most expenses with electricity are fixed. Once you build the transformers and infrastructure they are fixed. Yet electricity is billed on consumption. The irrigation company uses most of their electricity during the summer months yet the structures are there year-round. The rate that the irrigation company is being billed right now is almost the same as what we are being charged as a town. The Town is only making about $.01 per kilowatt hour used. There was discussion about where the rates stood for commercial and residential customers as well. According to the study Dave is doing if rates don’t change the towns reserves would slowly depreciate over the next 4 years. Possibly to residential but definitely to the irrigation company’s rate. There was discussion about how much to raise them. 10% a year for 2 years was discussed but it was decided that the Town office would get with Dave Berg, run different numbers, and report back to the Town Council. Adjournment: Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks, to adjourn. All members present were in favor.
