Minutes Levan Town Council Regular Meeting October 19, 2022 7pm Opening Ceremonies: Welcome: Mayor Bruce Rowley Invocation: Council Member Ray Evans Pledge of Allegiance: Council Member Amy Lowe Meeting Began at 7:00 pm In Attendance: Mayor Bruce. Rowley Councilmembers: Ray Evans, Nick Mangelson, Amy Lowe Town Clerk: Christine Carrigan Others in Attendance: Abby Ivory, Katie Clark, Noreen Harper, Ron Harper, Rebecca Dopp, Russ Mangelson, Christie Mangelson, Ashlee Mangelson, Shannon Thomas, Jon Burton, Andrea Burton, Becki Webb, Holly Hall, Nate Lowe. 1. Discussion items:  Abby Ivory from the Greater Nephi Chamber of Commerce gave a brief presentation on the programs, achievements, and goals of the organization. The Chamber now covers eastern Juab County. Abby listed benefits of being a member and invited Levan Town and local business owners to join.  Katie Clark from Snow College’s Nephi Learning Center gave a presentation on courses available. She noted the flexible hours and affordable fees at the Center.  Andrea and Jon Burton had concerns and questions about their property on 5th East. They wanted to know what the town would require if they built a fence or home. They requested fair and equitable treatment and to bring it before the council to have it on record. Mayor Bruce Rowley agreed that there were some issues with the road and properties in that area. The Town Council agreed to investigate the matter further and scheduled a work session on Nov. 9 th, at 5:30pm with the Burtons.  Alternate for Planning Commission: Mayor Rowley said an alternate for the Planning Commission would be assigned from the members of the town council. 1  2. Action Items: a. New Council Member Appointment Shannon Thomas shared a bit about her qualifications and reasons she applied for the Town Council vacancy. Swearing in of Office Staff and New Councilmembers: Deferred until the November meeting. b. Building permit changes: To identify potential issues the Town Council and Planning Commission will review house building permits before the permit is approved. Motion made by Nick Mangelson 2nd by Amy Lowe All were in favor. Motion approved c. 2023 Town Council Meeting Schedule: Town council regular meetings will be on the second Wednesday of the month at 7pm at the Levan Town Hall barring unforeseen circumstances. Mayor Rowley reports that the town is accepting applications for a part-time laborer. 3. Council Business: Approval of Minutes for September 14th, 2022 Motion: Amy Lowe 2nd: Ray Evans All were in favor. Motion was Approved Approval of Claims (9-1-2022 to 9-30-2022) Motion: Ray Evans 2nd: Amy Lowe All were in favor. Motion was Approved Approval of Payroll Comparison Report (8-1-2022 to 9-30-2022) Motion: Ray Evans 2nd: Nick Mangelson All were in favor. Motion was Approved Approval of Final Cash Receipts Report (8-1-22 to 8-31-2022) Motion: Ray Evans 2nd: Amy Lowe All were in favor. Motion was Approved 3  Review of Tentative Cash Receipts Report (9-1-22 to 9-30-2022) Review Budget Report (7-1-22 to 9-30-2022) Convene into Executive Session- Discussion of the character and competence of an individual and security systems. Individuals present: Mayor Bruce Rowley Councilmembers Ray Evans, Amy Lowe, Nick Mangelson, and Shannon Thomas. Also present, Christine Carrigan, Clerk. Motion: Ray Evans 2nd: Nick Mangelson All in favor. The executive session started at 7:40 pm. Executive Session ended at 8:48 pm. Regular Meeting was reopened and adjourned. 4. Adjournment of regular meeting: Motion: Amy Lowe 2nd: Ray Evans All were in favor. The motion was Approved.
