Minutes Levan Town Council Regular Meeting November 9, 2022 7pm Opening Ceremonies: Welcome: Mayor Bruce Rowley Invocation: Council Member Ray Evans Pledge of Allegiance: Council Member Shannon Thomas Meeting Began at 7:00 pm In Attendance: Mayor Bruce Rowley Councilmembers: Ray Evans, Nick Mangelson, Amy Lowe, Shannon Thomas Meeting Recorder: Justin Thomas Others in Attendance: Carol Bennett, Rust Finlinson, Barb Finlinson, Rebecca Dopp, Russ Mangelson, Christie Mangelson, Ashlee Mangelson, Andrea Burton Swearing in of new council members and office staff: Judge Finlinson presided over the swearing in of new council members Nick Mangleson and Shannon Thomas. New Levan Town Treasurer, Justin Thomas was also sworn in. 1. Discussion items: • Christmas activities, tree lighting and decoration contest: Mayor Rowley said that in the past, residents of Levan could participate in a Christmas decoration contest. The winner would receive a portion of their utility bill paid. The council members agreed that bringing back a contest would be fun for residents who wished to participate. The council decided that a list of homes entered could be made and that residents of Levan would then vote on the house decorations they liked best. 1  2. Action Items: a. Consideration for and adoption of Parameters Resolution authorizing the issuance of Water Revenue Bonds of Levan Town and calling of a public hearing to receive input with respect to the issuance of such Bonds and any potential impact to the private sector from the construction of the Project. Mayor/Councilmember/Department/Committee Reports: Mayor/Council Member Reports: a. Mayor Rowley reports that he will be making assignments for the roles of councilmembers to assist with activities and functions of the town. 3. Council Business: Approval of Minutes for October 19th, 2022 Motion: Amy Lowe 2nd: Ray Evans All were in favor. Motion was Approved  Approval of Claims (10-1-2022 to 10-31-2022) Motion: Nick Mangelson 2nd: Ray Evans All were in favor. Motion was Approved Approval of Payroll Comparison Report (9-1-2022 to 10-31-2022) Motion: Amy Lowe 2nd: Shannon Thomas All were in favor. Motion was Approved Approval of Final Cash Receipts Report (9-1-22 to 9-30-2022) Motion: Amy Lowe 2nd: Nick Mangelson All were in favor. Motion was Approved Review of Tentative Cash Receipts Report (10-1-22 to 10-31-2022) Review Budget Report (7-1-22 to 10-31-2022) 4.
