Minutes Levan Town Council Regular Meeting February 9, 2023 7pm Opening Ceremonies: Welcome: Mayor Bruce Rowley Invocation: Mayor Bruce Rowley Pledge of Allegiance: Councilmember Amy Lowe Meeting Began at 7:02 pm In Attendance: Mayor Bruce Rowley Councilmembers: Amy Lowe, Nick Mangelson, Shannon Thomas, Ray Evans (arrived at 7:33pm) Meeting Recorder: Christine Carrigan Others in Attendance: Carol Bennett, Chris Webb, Rebecca Dopp 1. Discussion items/Action Items: Ryan Peters, County Attorney and Amy Taylor, Victim Advocate – Victim Advocate Program Presentation. Ryan Peters, Juab County Attorney led the presentation. He said that before covid, they Program would come to the council meeting every year to give an update on the Victim Advocate Program. Mr. Peters said now they are back to giving presentations and because the Town of Levan has historically contributed money to the program they want to report what they have been doing and how this affects the residents of Levan. Mr. Peters provided a handout with the number of cases in recent years. In the 2021-2022 fiscal year, Levan accounted for 4.95% of cases they handled. In the 2022-2023 fiscal year-to-date, Levan cases have increased to 12.21%. He explained that when there is a victim of crime such as domestic violence, sex abuse and a few other types of crimes the police will automatically call the Victim Advocates, Amy Taylor or Charlene Washer, to assist and help the victims. These trained advocates also act a liaison between the victim and police. Mr. Peters explained that the program is funded mainly by municipalities throughout the County. It also receives federal funding from The Victims of Crime Grant. He said the grant money is always up-in-the-air because Congress decides how much money flows into it. In recent years the grant money has been cut by 40%. Levan has contributed $1500.00 annually in the past. He expressed appreciation for the support and hopes it continues. Mayor Rowley expressed his gratitude for the good work they have been doing in a job that does not get much recognition. The mayor said the continued funding is in the budget. All councilmembers agreed they should continue the contribution. 1  Councilmember Amy Lowe asked if they take donations from individuals. Mr. Peters said private donations would be received by the County and put into a dedicated fund. They also are happy to receive non-monetary donations such as toys and blankets. Mayor Rowley asked Mr. Peters and Amy Taylor if the Town of Levan should increase the donation. Mr. Peters said they would always encourage that. The program no longer has the funding for emergency items such as gas cards or hotel rooms for people that need to get away from a violent situation. Mayor Rowley said he would have the donation put on next month’s agenda as an action item. Building Permit for Chris and Becki Webb – [Action Item] Mayor Rowley invited Chris Webb to come up to the council members and discuss his permit application. Mr. Webb showed the councilmembers the plans and explained the addition they are adding to their home. Motion to Approve the permit was made by Amy Lowe Nick Mangelson gave the 2nd. All were in favor. Permit approved. Building Inspector – AJ Smith and Verl Wilkey are the two building inspectors for the Town of Levan. It is possible that AJ Smith will no longer be available. Nephi also used AJ Smith but has now hired Lane Allred. The Mayor said that the Town may want to consider using Mr. Allred as well. Verl still wishes to serve the town as an inspector. Mayor Rowley said he would follow up with AJ to find out what his plans are. Martin Luther King Day – Levan does not currently recognize Martin Luther King Day as a holiday for the employees of Levan. Councilmembers were not sure why it’s not listed but that the Town will make it official. This will be added as an action item in a future meeting. UMPA Conference – The UMPA Conference is coming up March 29 th-April 1st. The mayor asked who would like to attend. He said it is one of several conferences coming up. Councilmembers said they would let the mayor know if they could attend. 4th Employee – [Action Item] Mayor Rowley said that the office staff would like a fourth employee to help with the workload. The mayor asked the councilmembers if they would approve of hiring another person. The councilmembers discussed job duties this person would help with such as activities planning and research. Having an additional employee help cover the office when other employees were out. The mayor added that it was with the budget to hire an additional person. Motion to approve hiring a 4th office person made by Amy Lowe 2nd by Shannon Thomas. All in favor. Motion approved. 2  2. Mayor/Councilmember/Department/Committee Reports: a. Mayor/Councilmember Reports: Judy Smith was hired as a new office employee. The office continues to have issues with the phones, the problem might be with the service provider or the phones themselves. The office staff will look into new service and/or phones. b. Office Issued Permit Reports: None c. Planning Commission Report: Approved the home addition permit for the Webb’s. Forwarding to Town Council for approval. d. Committee Reports: None e.
